In recent years, relying on the advantages of raw materials, electricity price, land, human resources and other advantages and industrial preferential policies, Xinjiang's textile industry has rapidly developed into an important domestic cotton textile industrial base with obvious cost advantages and scale effect, especially playing an important role in the domestic cotton yarn market.

Printing and dyeing hinder Xinjiang textile industry

In 2014, the people's Government of Xinjiang autonomous region issued the opinions on the development of textile and clothing industry to promote employment, and issued ten preferential policies, including special funds of about 20 billion yuan, tax preference and low electricity price preference. In 2015, it officially issued the guidance on supporting the development of Xinjiang's textile and clothing industry and promoting employment, which formulated a ten-year development plan According to the plan, by 2023, Xinjiang's textile and garment industry chain will have 1 million jobs. "Cotton textile industry westward" has become a hot word of the year. Subsequently, the domestic cotton textile industry began to make an epoch-making westward journey. As of November 2019, the cotton textile production capacity has reached 18.09 million spindles, and the weaving, clothing, home textile, knitting and other industries have begun to take shape, driving nearly 600000 employment.

In sharp contrast to the rapid expansion of upstream spinning, the matching of intermediate printing and dyeing links is not perfect, which has become the most controversial place for Xinjiang textile industry in the industry. Industry insiders said that the weak intermediate printing and dyeing links have great constraints on enterprises' investment in Xinjiang and further improvement of product added value of Xinjiang's production enterprises. At the same time, it has a great impact on Xinjiang's textile and garment industry chain.

2. Introduce measures to support the extension of textile printing and dyeing industry chain

A few days ago, the general office of XPCC printed and distributed the notice on increasing support for the development of textile printing and dyeing industry and promoting the extension of industrial chain. The notice clearly pointed out that textile printing and dyeing enterprises (including textile enterprises in printing and dyeing production) must comply with the development plan of textile and clothing industry of Xinjiang Uygur Autonomous Region and XPCC, adopt advanced technologies and processes such as water free printing and dyeing or digital printing, and pay attention to water resources The specific requirements of dyeing bath ratio, reclaimed water reuse rate and wastewater discharge standard are put forward. Relevant preferential policies and measures will be implemented from January 1, 2021.

According to the requirements of preferential measures for enterprises, not only the textile printing and dyeing enterprises will receive one-time investment subsidies for the new advanced pretreatment and desalination facilities, but also the XPCC will arrange subsidies for the textile printing and dyeing enterprises, printing and dyeing wastewater treatment plants for fresh water and wastewater treatment. If the wastewater discharge of the existing textile printing and dyeing enterprises does not meet the discharge standard of printing and dyeing wastewater (Trial) (db654293-2020), it must be completed by the end of 2021 through technical transformation. Textile printing and dyeing enterprises will be given a one-time subsidy if the indicators of sewage treatment meet the discharge requirements after the establishment of relevant treatment facilities.

Textile printing and dyeing enterprises should adopt advanced technologies and processes such as waterless printing and dyeing or digital printing, pay attention to water resource protection and clean production. In principle, the dyeing bath ratio should not be higher than 1:6, the reclaimed water reuse rate should not be less than 40%, and the wastewater discharge should meet the relevant discharge requirements of the regional discharge standard for printing and dyeing wastewater (Trial) (db65 4293-2020). If the existing textile printing and dyeing enterprises fail to meet the above standards, they must complete the technical transformation before the end of 2021. For textile printing and dyeing enterprises, the newly-built salt recovery and pretreatment facilities and sewage treatment indicators meet the relevant discharge requirements of the autonomous region's "printing and dyeing wastewater discharge standard (Trial Implementation)" (db65 4293-2020), funds are arranged from the special funds of XPCC textile and garment industry, and the enterprises are given a one-time investment subsidy of 20 million yuan.

For textile printing and dyeing enterprises, according to the actual water consumption of printing and dyeing enterprises, funds are allocated from the special fund for textile and clothing industry of XPCC, and 0.5 yuan per ton of water softening treatment fee is given.

For textile printing and dyeing enterprises that have put into operation printing and dyeing wastewater pretreatment facilities and reclaimed water reuse facilities and meet the wastewater discharge standards, the textile and garment industry special fund of XPCC will be allocated funds according to the actual discharge amount of printing and dyeing wastewater, and the subsidy of 2.5 yuan per ton for pretreatment and desalination treatment will be given.

Textile printing and dyeing enterprises should speed up the use rate of printing and dyeing products in the territory, promote the extension of industrial chain, and serve the development needs of corps and local industries. Since 2023, textile printing and dyeing enterprises whose printing and dyeing products have not reached 70% utilization rate in Xinjiang will be given half subsidy according to the subsidy standards for water softening, pretreatment and desalination treatment determined in Article 3 and 4 of the notice.

In principle, the textile printing and dyeing wastewater treatment plant, which is in line with the development plan of the textile and clothing industry of the autonomous region and the XPCC, and is supported by the investment funds within the central budget of the state textile and garment industry, can only be used for the treatment of textile printing and dyeing wastewater in principle, and the operating expenses shall be borne by the division city or the park. According to the actual treatment amount of printing and dyeing wastewater by the textile printing and dyeing wastewater treatment plant, funds are arranged from the special fund of BINGTUAN textile and garment industry, and 1.8 yuan per ton of printing and dyeing wastewater treatment subsidy is given.

It is understood that the XPCC has issued preferential policies and measures to increase support for the development of the textile printing and dyeing industry, aiming to further improve the development of the textile and clothing industry, drive employment, strengthen the short board in the intermediate link of printing and dyeing, promote the industrial chain to extend to the end industries with large employment capacity, such as clothing, knitting and home textile, and promote the high-quality and sustainable development of the textile and garment industry.

Three measures to support the development of textile and garment industry

In 2020, the Department of finance will take positive measures from the aspects of policy, capital and work flow to support the development of textile and garment industry.

First, adjust and improve the subsidy policy to improve the efficiency of the one-time employment subsidy. In order to solve the problem that enterprises are unable to obtain one-time new employment subsidies in time and in full, we revised the management measures of special funds for textile and clothing industry in Xinjiang Uygur Autonomous Region, changing the one-time new employment subsidy of 5000 yuan / person obtained by enterprises in three years to full subsidy within one year, so as to help enterprises to relieve the difficulties quickly.

The second is to formulate the loan discount policy for textile clothing and mask manufacturers to help enterprises solve the problems of financing difficulty and high financing cost. In early May, the first batch of discount interest funds of 106 million yuan was allocated in advance, and 198 textile clothing and mask manufacturing enterprises in 14 prefectures and cities were given discount interest support. At the same time, we will coordinate with the people's Bank of China to reduce the loan interest of enterprises, reduce the capital cost of textile clothing and mask manufacturing enterprises, and alleviate the problems of "difficult financing" and "expensive financing".

Third, support the development of textile printing and dyeing industry and promote the extension of textile and garment industry chain. In order to improve the textile and garment industry chain, make up for the shortcomings of the printing and dyeing industry, increase the support for the printing and dyeing industry, actively study and calculate the cost and subsidy demand of printing and dyeing enterprises, cooperate with the formulation of subsidy policies to support the development of textile printing and dyeing industry, and give 0.5 yuan / ton water softening subsidy, 2.5 yuan / ton wastewater pretreatment and desalination subsidy to the textile printing and dyeing enterprises The investment in water softening and wastewater pretreatment equipment will be given a one-off investment subsidy of 20 million yuan. At present, the autonomous region has arranged a special allocation of 20 million yuan to provide investment subsidies for the water softening and wastewater pretreatment equipment built by a printing and dyeing enterprise in Aksu textile industrial city. The follow-up will be carried out gradually according to the needs of the enterprise and the progress of the project.
