According to the announcement of the official website of the Ministry of ecology and environment in September 26th, the Ministry of ecology and environment has consulted the relevant units on the discharge standard of water pollutants in the textile industry. Relevant units may study and submit written comments, and send feedback to the Ministry of environmental affairs by letter or e-mail before October 18, 2019.

Therefore, at present, Chinese textile enterprises are facing a great change: the water pollutants discharge standards are further standardized and stricter.

Most index limits are stricter than those of developed countries.

The preparation group of "water pollutants discharge standards for textile industry" introduced that since 2015, experts from the establishment group began to investigate and research, covering various types of manufacturing enterprises in the textile industry. After that, it lasted for more than 4 years after the discussion, technical review, and research and discussion.

"Some of the current standard limits and industry benchmark drainage are too loose, which is not conducive to guiding technological progress. The risk of toxic and harmful pollutants and biological toxicity has not been noticed. " Introduction to the establishment group.

The introduction of dyeing and finishing industry is the main source of pollution in the textile industry. Dyeing and finishing industry has a large volume, including desizing, scouring, bleaching, mercerizing, dyeing, printing, finishing and other processes. The sewage produced has the characteristics of large volume, high concentration, most of them are alkaline and deep color. It is a kind of sewage which is difficult to deal with in industrial sewage, which poses a serious threat to the safety of environment and water resources. Shandong, Jiangsu, Zhejiang, Inner Mongolia, Hebei and other wool textile enterprises and wool textile enterprises accounted for 70% of the total sewage and pollutant emissions.

"Generally speaking, most of the criteria specified in this standard are stricter than those of similar industry standards in developed countries." The establishment group said. For example, the limit of chemical oxygen demand (COD), the draft is "80 mg / L", while the Japanese uniform standard is 120 mg / L, and the German textile manufacturing and fabric finishing standard is 160 mg / L.

The introduction of the new standard is applicable to the discharge management of water pollutants in the existing textile enterprises and textile production facilities, as well as the environmental impact assessment of the construction projects of the textile industry, the design of environmental protection facilities, the acceptance of environmental protection for completion, the management of pollutant discharge permits and the discharge of water pollutants after commissioning.

Will affect many textile and related industries

According to the 2017/2018 China textile industry development report issued by China Federation of textile industry, at present, the number of Enterprises above Designated Size in China's textile industry is about 20187 (including fiber synthetic manufacturing and textile machinery manufacturing enterprises), among which the most enterprises engaged in cotton textile and dyeing finishing are 51% of the total number of textile enterprises. It is understood that in industrial waste water treatment, water loom pollution accounted for 80%, which is bound to the recent expansion of the capacity of the water industry under attack.

At present, the development of China's textile industry is relatively mature. However, the proportion of sewage discharged from the textile industry accounts for a large proportion of the total industrial sewage discharge. The resource and environment problems are still one of the bottlenecks restricting the development of China's textile industry, and the situation of energy conservation and emission reduction is still grim and arduous.

At the same time, with the spatial agglomeration of China's textile enterprises, the ever-increasing of textile industrial parks, the rapid development of production processes and the continuous replacement of technical policies of relevant industries, some problems have been encountered in the implementation of emission standards. Among them, dyeing and finishing textile sewage contains heavy metals, organic halides and other toxic and harmful pollutants, and its environmental risks and impact on the industry can not be ignored.

It is understood that the strict discharge standards of water pollutants will affect many related industries.

By the end of 2018, the dyeing and finishing industry in the open system of the national sewage permit management information platform has issued 3846 sewage permits enterprises, of which five of the eastern coastal provinces accounted for 84.97%.

However, according to the establishment group, the implementation of the new standard has obvious benefits in reducing emissions. The analysis of the environmental (emission reduction) benefits of the linen textile industry shows that the direct emission limit of the textile industry is increased from 100 mg / liter to 80 mg / liter, and the direct discharge of COD in the textile industry can reduce 270 tons / year, and the ammonia nitrogen reduction can reach 54 tons; dyeing and finishing process is the largest part of the textile industry's drainage volume, with an annual drainage capacity of about 15 million tons. After the implementation of the new standard, the adjustment of pollutants such as base displacement and ammonia nitrogen will lead to a significant reduction in sewage and ammonia emissions.
