Vietnam is the second largest garment supplier in the United States, and is regarded as the biggest beneficiary of the p Pacific Partnership trade agreement (TPP); TPP completed its signature in the year (2015), including the chapter on labor rights.

Textile, leather and footwear manufacturing industries in Southeast Asian countries often employ child workers aged 5~17 years old; Vietnam produces textiles, footwear and leather products which are listed on the blacklist of the Labor Department of the United States Department of labor, which employs child labour and forced labor.

According to the survey data from the Vietnamese government and the International Labour Organization (ILO), it is estimated that 6049 child workers are engaged in textile production and are mainly concentrated in the manufacturing and finishing stage.

About 42.9% (or 2595) of them are children under 15 years of age (15 years of age are the lowest employment age in Vietnam).

Of the 6049 child workers in the textile industry, about 448 are 5~11 years old, 2147 are 12~14 years old, 3454 are 15~17 years old, and about 96% are women.

The products added to the list this year include: textiles, leather and footwear made in Vietnam.

Every 2 years, in the "Department sBureauofInternationalLaborAffairs sBureauofInternationalLaborAffairs" announcement of the "2005 Trafficking Victims Protection re Authorization Act" (TraffickingVictimsProtectionReauthorizationActof2005), the list of "child labour or obstinate forced labour list of commodities (ListofGoodsProducedbyChildLabororForcedLabor)" or "TVPRA" has been published, which has now been released in seventh and marked 75 countries with a total of 139 products.

In leather production, the survey found that 1426 child labour were estimated to be engaged in leather industry, and mainly engaged in leather making and pretreatment stages and skin dyeing stage.

Among these children, about 74% were girls, 580 were 12~14 years old, and 846 were 15~17 years old.

In addition, 9756 child workers are expected to be engaged.

Manufacturing industry, and the number of working hours per week is more than 42 hours.

Among them, about 2.2% (or 215) children were 12~14 years old, while 97.8% (or 9541) were 15~17 years old.

Although the chapter is not binding, the stubborn adjustment of labour rights is conducive to the importance of final trade agreements and may increase the supervision of labor rights among member states in the industrial supply chain.

Taking Vietnam as an example, individual member countries and their bilateral agreements require individual labor rights reform, which will benefit the overall interests of TPP, so the reform action will be possible.

At the beginning of this year, VeriskMaplecroft, a risk consultancy company, warned that because of the weak effectiveness of the law enforcement units and the possibility that the agreement would harm the rights of workers, non-governmental organizations and the media could monitor the TPP member states.

In its "2016 human rights Outlook (HumanRightsOutlook2016)", the group mentioned: "no matter what actions the country takes, if its supply chain violates TPP regulations, its enterprises may also face a negative reputation".

In addition, the relevant laws and regulations of the United States will prohibit the import of products manufactured by obstinate or contract bound labour.

This will enable manufacturers, importers, brands and retailers of the United States to scrutiny their supply chain more carefully.

The TVPRA list is also made in the following countries.

Argentina, Bangladesh, Brazil, China, India, Malaysia, Vietnam and Thailand, and the labour department has decided to remove it from the list because of the obvious reduction of forced labour in the process of garment production in Jordan.

ThomasEPerez, US Labor Secretary, said: "it is very important to continue to work together to help 168 million children in the world and 21 million adults and children who are hard pressed to work.

In order to achieve effective and sustainable development, we must take fundamental solutions to help them receive education and training, stabilize their livelihoods and get better jobs, so that the vulnerable groups can get rid of poverty and social marginalization.
