Founded in 1991, Wenzhou pioneer Leather Co., Ltd. now has 15 million belts per year, and is one of the largest belt producers in China.

Who can think of it? At the very beginning, the enterprise was just a small leather workshop.

"When a wooden shelf was covered with oil felt on top of it, even if it was a factory building, the area was only 100 square meters at most, and only 5 people were hired."

Huang Zhaojin recalls.

The pollution caused by such a humble workshop is amazing.

"At that time, we only wanted output, not quality, pollution, and even less consideration."

Huang Zhaojin said that a pig skin can produce a ton of sewage through the process of depilation, degreasing, chrome tanning and dyeing.

A large quantity of sewage sludge is discharged directly into the nearby river channels without any treatment.

But in a few years, a river of water became black, sticky and could only creep slowly, and the pungent smell often smoked people's tears.

In those years, small businesses like those who worked hard were everywhere.

A small water town has to deal with 120 million raw pig skin every day, making it the largest pig leather processing base in the country.

Such a large production volume, because there is no sewage treatment plant, most enterprises are stealing.

"Before the foreign businessmen came to visit, I proposed to stay in a hotel near the company so as to continue the negotiation for second days."

Huang Zhaojin said that almost no one agreed with the proposal. "At that time, the air in the water is also a smell of leather, not to mention foreign businessmen, even the local people do not want to stay."

The government is determined to iron pollution. Many unqualified and low technology tanning shops have closed down and started to make a long and difficult journey of pformation.

Water control has forced industry benchmarking.

The government's iron hand pollution control made the leather raw materials out of stock, and there were only two ways in front of Huang Zhaojin, either to import goods from abroad, or to raise tanning technology and reduce pollution.

At that time, all the tanning factories in the water head were equipped with cameras, and the flowmeter was installed on the pipeline. The large screen of the local environmental protection bureau could be monitored at any time. Once it was discovered, it would be fined or even stopped.

When many leather enterprises racked their brains in order to reduce pollution, Huang Zhaojin sold the drum very early and turned to the belt industry with smaller water pollution and higher added value. It became one of the forerunners who realized the industrial pformation earlier, and also tasted the market dividends brought by the earlier market entry.

After more than ten years of intensive farming, it eventually became a well-known belt producer in the whole country and sold it to more than 30 countries and regions.

At the beginning, the policy forced the pformation of enterprises. Later, in order to create brand, enterprises would take the initiative to pform themselves.

Huang Zhaojin said, if there is no collapse of water control, we will not be so fast in pformation.

At the same time, he is also preparing to build a laboratory for further research and development of leather post-processing procedures.

"Not only can not pollute the water source, but also make good use of water, so that the enterprise environment and water environment are better."

Now, under the call of "five water co governance", Huang Zhaojin began to feed his hometown.

He convened a number of leather enterprises to work together for water control.

Enterprises benefit from "water control" pformation

"Wenzhou's private enterprises are mostly manufacturing industries with low threshold, low technology, high energy consumption and high pollution, and many enterprises have gone through a road of development at the expense of the environment. However, because of their lack of sales, they are slowly developing inertia."

Hu Zhenhua, director of the National Economic Research Institute of Wenzhou University, believes that under such a realistic condition, the pformation and upgrading of the industry must be pushed down, and the catalytic effect of water control is particularly timely.

How to pform and upgrade the industry through water control, the practice of Wenzhou is to let a large number of enterprises survive the fittest in accordance with market rules, and on the other hand, enterprises in the environmental renovation have changed their minds.

In recent years, 197 people have been detained by the city in light of water damage, and the development model at the expense of environment is difficult to sustain.
