Shoe Companies Don'T Know How To Use Tariff Preferences.

According to the China Zealand New Zealand Free Trade Agreement, which has been implemented since October 1st of this year, New Zealand will achieve zero tariffs on imports of more than 60% products from China from the entry into force of the agreement, and will cancel all tariffs on imports from China before January 1, 2016. China will abolish tariffs on 97% products imported from New Zealand by January 1, 2019, and 24% of them will achieve zero tariffs from the time the agreement comes into effect.

But recently, the Fujian inspection and Quarantine Bureau has learned in Putian's investigation that, since the implementation of the agreement in two months, the legal inspection products exported to New Zealand by Putian have involved 9 enterprises, 24 batches and 598 thousand and 300 dollars worth of goods. The products are tires, artificial leather shoes, leather shoes, plastic raincoats, plastic toys and so on. They are all listed in the New Zealand tax reduction list. The export products enjoy preferential tariff on the basis of New Zealand's free trade agreement with preferential tax rates. However, at present, no 1 enterprises are required to apply for the preferential certificate.

According to the analysis, there are two main reasons for this: first, New Zealand customers do not know enough about the regional preferential tariff policy, and fail to offer the preferential certificate of origin; two, the domestic staff are worried about the new regional preferential policies, and do not want to apply for new regional preferential certificates for their clients.

In the current global economic downturn and the impact of many industries, the new regional preferential policies will play an increasingly prominent role in promoting international trade, especially the development of regional free trade.

To this end, Fujian inspection and Quarantine Bureau recommends that the enterprises concerned should pay close attention to the new regional policy information, be familiar with the tariff reduction list of export countries, and grasp the rules of origin of products to countries. Two, actively communicate with foreign customers, and make good use of the preferential policies of China - New Zealand Free Trade Area; three, when negotiating contracts with foreign businessmen, they will apply for preferential certificates for foreign merchants, give up customers and increase export competitiveness.
