Pollutant Discharge Standard For Synthetic Leather And Artificial Leather Industry

In order to implement the People's Republic of China environmental protection law, the law of the People's Republic of China on the prevention and control of water pollution, the law on the prevention and control of air pollution in People's Republic of China, the marine environmental protection law of the People's Republic of China, the laws and regulations of the State Council Concerning the implementation of Scientific Outlook on Development's decision to strengthen environmental protection, and the State Council's opinions on the compilation of plans for the national main functional zones, the protection of the environment, the prevention and control of pollution, and the improvement of industrial production technology and pollution control technology of synthetic leather and synthetic leather, the present standard is formulated. This standard stipulates the characteristic production process of synthetic leather and artificial leather industrial enterprises and the limits of discharge of water and air pollutants. This standard is applicable to the discharge management of water and air pollutants in existing synthetic leather and artificial leather industrial enterprises. This standard is applicable to the environmental impact assessment of the construction enterprises of synthetic leather and artificial leather industry, the design of environmental protection facilities, the acceptance of environmental protection for completion, and the management of water and air pollutants after commissioning. This standard applies to pollutants emitted by law. The siting of new sources of pollution and the management of existing pollution sources in special protected areas shall be carried out in accordance with the relevant laws and regulations, such as the law of the People's Republic of China on the prevention and control of air pollution, the law of the People's Republic of China on the prevention and control of water pollution, the law of the People's Republic of China on marine environmental protection, the law on the prevention and control of solid waste pollution in People's Republic of China, the law on the prevention and control of radioactive pollution in People's Republic of China, the Environmental Impact Assessment Law of People's Republic of China, and other relevant provisions. The discharge control requirements of water pollutants specified in this standard are applicable to the discharge behavior of enterprises to environmental water bodies. When the enterprises discharge waste water to the urban sewerage system with sewage treatment plants, the pollutant discharge control requirements shall be agreed or implemented by the enterprises and the municipal sewage treatment plants according to their sewage treatment capacity, and shall be reported to the local environmental protection department for record. The urban sewage treatment plants shall ensure that the discharge of pollutants reaches the requirements of the relevant discharge standards. When construction projects are intended to discharge waste water from urban drainage systems for sewage treatment plants, the construction units and urban sewage treatment plants shall be implemented according to the provisions of the preceding paragraph. Since the implementation of this standard, the discharge control of water and air pollutants in synthetic leather and artificial leather enterprises has been carried out according to this standard. No relevant regulations in the GB8978 1996 comprehensive discharge standards for sewage and GB16297 1996 comprehensive emission standards for atmospheric pollutants are no longer implemented. This standard is released for the first time.
