The Fujian provincial Environmental Protection Office has put forward the "Fujian textile dyeing and finishing industry water pollutants discharge standards (Draft)", and recently held a consultation forum in Shishi to participate in the discussion of the Shishi part.

Before the introduction of the new standard, the provincial environmental protection department brainstorming widely and soliciting opinions from all sides. Shishi's Huafeng, Qingyuan, Huabao, Guan Hong, Ling Feng, Hong Yi, Xin Xiang Hua, Wan Fengsheng and other 8 printing and dyeing enterprises, as well as Haitian, Luyuan and Nanhua 3 environmental protection engineering companies, were designated by the provincial environmental protection department as the unit of soliciting opinions.


It is reported that the new standard is the provincial standard, and the compilation of the standard has a series of existing environmental laws and regulations of the country. Referring to the relevant national standards and industry standards, through consulting the opinions and suggestions of Shishi and other printing and dyeing industrial clusters, the standard is more consistent with the actual development of the printing and dyeing industry in our province.

The new standard is implemented in two periods. The first period is from the date of standard implementation to May 31, 2013, and the second period is implemented from June 1, 2013.

Taking May 31, 2013 as the dividing point of time, the implementation of standards is characterized by "loose ahead and tight".

The representative of Shishi dyeing and printing enterprise believes that the standard is implemented in two time periods. It is the innovation of standardization construction. It has given a buffer period of about one year for the pformation and improvement of energy saving and emission reduction facilities and capacity of Shishi printing and dyeing enterprises. Once entering the time dividing points between the two periods, Shishi dyeing and dyeing enterprises will carry out more stringent industrial sewage discharge standards. The pressure is great, but energy saving and emission reduction and environmental protection are the social responsibilities that enterprises should take. The Shishi dyeing and printing industry has a strong sense of urgency in fulfilling its social responsibilities.


According to the representative of Shishi printing and dyeing enterprise, the standard specifies the technical contents of maximum allowable displacement and emission limits of main pollutants such as COD and ammonia nitrogen in wastewater, aiming at the environmental problems of pollutants discharged from textile dyeing and finishing industry, COD, ammonia nitrogen and other pollutants.

Before June 1, 2013 (provisional date), the emission limits of pollutants in printing and dyeing enterprises were COD, 100mg/L, then 50mg/L, BOD5 dropped from 25mg/L to 10mg/L, SS dropped from 70mg/L to 30mg/L, ammonia nitrogen decreased from 15mg/L to 5mg/L, and pollutant discharge index of printing and dyeing industry dropped by more than 50%, and heavy metal and other compounds were strictly restricted.

The maximum allowable displacement of tons of products must be reduced from 100 cubic meters to 80 cubic meters. The maximum allowable displacement of 100 meter cloth will be reduced from 1.8 cubic meters to 1.4 cubic meters.

The technical standard of this standard has raised higher requirements for Shishi printing and dyeing enterprises, and has also brought new historical opportunities for Shishi to build advanced textile printing and dyeing industry bases in the eastern coastal areas of China.
