Management Of Shenzhen Special Administrative Region

A press conference was held on the 2 session of the five session of the National People's Congress of Shenzhen. The State Council recently approved the agreement to extend the scope of the Shenzhen special economic zone to the whole city of Shenzhen, bringing the two districts of Baoan and Longgang into the special zone. The expansion of the special Economic Zone has been formally implemented since July 1st of this year.


This means that the first special economic zone in China has been expanded by 1953 square kilometers from the original 396 square kilometers.

According to the approval of the State Council, after the expansion of the Special Administrative Region, the existing SAR management line is temporarily reserved and no longer set up.


The State Council's reply on expanding the scope of the Shenzhen Special Economic Zone pointed out that in order to further improve the Shenzhen Special Economic Zone's reform and innovation and scientific development capability, push forward the Shenzhen comprehensive supporting reform experiment, solve the problems of the development of the special zone within and outside the special zone as soon as possible, expand the space limits of the special zone and "one city, two laws" and other issues, and agree to extend the Shenzhen special economic zone to Shenzhen City, bringing Baoan and Longgang two districts into the special zone.


The approval of the State Council requires that Guangdong and Shenzhen should do a good job in the overall planning work after the expansion of the Special Administrative Region. In accordance with the requirements of intensification and connotative development, we should further improve the management, industrial layout, land use and urban planning of the Special Administrative Region, strengthen environmental protection and ecological construction, promote the cooperation between Shenzhen and Hong Kong and the integration of the Pearl River Delta region, and better play the exemplary and leading role of the Shenzhen Special Economic Zone in deepening the reform and opening up, promoting the pformation of the mode of economic development and building a harmonious socialist society in the new era.


The reply pointed out that after the expansion of the special economic zone to the whole city of Shenzhen, the existing SAR management line will be temporarily retained and no longer be established.

In the future, according to the development needs, the relevant departments of Guangdong province shall put forward the management methods of the Special Administrative Region, and apply for approval according to the procedures.

The reply also indicated that, according to the relevant regulations, the newly established high-tech enterprises in the two districts of Baoan and Longgang of Shenzhen do not enjoy the pitional tax preferential policies prescribed by the State Council on the notification of pitional tax incentives for the newly established hi-tech enterprises in the special economic zones and Shanghai Pudong New Area.


The approval requested the relevant departments of the State Council to actively support Shenzhen to do a better job in expanding the special economic zones.

The national development and Reform Commission (NPC) should strengthen coordination, guidance, supervision and inspection with regard to the work of expanding the special economic zones with relevant departments, and make timely and comprehensive research on new situations and new problems arising from the work, and put forward corresponding countermeasures.


Shenzhen will increase government financial investment and investment in fixed assets to promote the integration process of the SAR.

Chen Biao, director of the Shenzhen Municipal Development and Reform Commission, said at a press conference that in 2009, Longgang and Baoan completed two yuan in fixed assets investment, accounting for 65.2% of the city's total assets. "The two districts in this year are expected to invest 130 billion yuan in fixed assets and increase to 67.7% in the whole city," said.


Chen Biao said that in terms of government investment, the Shenzhen municipal government invested 45 billion yuan to Baoan and Longgang this year, accounting for 72% of all government investment.


This year's Shenzhen municipal government's work report proposes that we should speed up the integration process within and outside the SAR.

By 2015, the four new towns of Guangming, Longhua, Universiade and Pingshan should take shape. The central area of Baoan and Longgang is basically mature, and the planning and construction of Qianhai, Dapeng Peninsula and other regions have taken substantial steps to narrow the gap between the development zones within and outside the SAR and improve the overall development level of the city.
