Action plan of Shandong textile and garment industry in 2021-2023

This action plan is formulated in order to thoroughly implement the "opinions on accelerating the high quality development of textile and garment industry" (lgxqz [2021] No. 178) issued by 11 departments including the Provincial Department of industry and information technology, and the working ideas of "focusing on the frontier, planning along the chain, leading traction, cultivation and growth, creating ecological and cluster development".

First, promote the optimization and upgrading of the industrial chain. We should give full play to the scale effect and industry leading role of leading enterprises, improve the quality and efficiency level of small and medium-sized enterprises and their supporting capacity for large enterprises, establish an industrial cooperation mechanism, create a more innovative, higher added value, more safe and reliable industrial chain supply chain, and create a good industrial ecology for the integration and development of large and medium-sized enterprises. We should speed up the improvement of the "chain length system" promotion mechanism of the textile and clothing industry, and grasp the industrial chain planning and design with the engineering and project methods. Strengthen the planning of key projects, focus on the creative design of the industrial chain, brand marketing, high-end fabrics and other weak points, plan and implement a number of chain extension and chain strengthening projects, gather resource elements and improve the industrial chain. The docking activities of leading enterprises, key node enterprises, key supporting enterprises, scientific research institutions, funds, think tanks, industrial Internet platform and other supporting service institutions were held. More industry organizations such as Shandong textile fiber industry chain alliance and Shandong textile and garment industry Internet Alliance will be established to carry out normalized industry services relying on alliances and associations.

Second, promote the upgrading of industrial clusters. Establish the coordination mechanism of communication and communication, division of labor and cooperation, product matching and other coordination mechanisms of textile and clothing industry cluster in the province, implement the differentiated development strategy, and improve the overall competitiveness and market share of the industrial cluster. We will carry out the activities of industrial cluster observation and capacity improvement, and select the well-known, well-developed and large-scale industrial clusters inside and outside the province for investigation and observation, so as to promote mutual learning and communication. We will focus on fostering and strengthening Binzhou China textile industry base city, Qingdao Jimo District Chinese children's clothing city, Zichuan District China textile industry base city, Yantai Haiyang City, China textile industry base city in Weifang Changyi City, Weifang Gaomi City, China knitting clothing city in Shizhong District of Zaozhuang City, China rope net City in Huimin County, Binzhou City There are 9 famous cotton textile cities in Yuncheng County of Heze City, which have high influence in China.

Third, cultivate six industrial bases. Based on the industrial foundation and advantages of each city, relying on key enterprises, we will carry out precise investment promotion, enhance the supporting cooperation ability of the industrial chain, and focus on the construction of six national well-known industrial bases（ 1） R & D creativity, brand operation, exhibition and event base. Relying on the R & D and brand advantages of Qingdao, Jinan, Yantai, Weihai and other cities, we will build an important national textile and clothing technology research and development, fashion creativity and brand operation base（ 2） New fiber material base. Relying on the technical and product advantages of Yantai, Weifang, Jinan, Qingdao, Taian, Weihai and other cities, we will focus on the development of aramid, Lyocell fiber, graphene fiber, seaweed fiber and other new materials to build a leading high-end fiber material base in China（ 3） High end textile R & D and manufacturing base. Relying on the industrial advantages of Binzhou, Zibo, Dezhou, Jining, Yantai, Tai'an, Zaozhuang and other cities, accelerate the technical research on multi fiber blended yarn, multi-component woven grey fabric and high-end fabrics, and build a national leading high-end textile R & D and manufacturing base（ 4） Intelligent green printing and dyeing base. Relying on the leading advantages of Taian, Qingdao, Binzhou, Zibo, Yantai and other cities in intelligent printing and dyeing and key printing and dyeing technology, to build a leading intelligent printing and dyeing industrial base in China（ 5） Fashion home textile clothing base. Relying on the design and brand advantages of Weihai, Weifang, Zibo, Jining, Yantai and other cities, we will build an important national advanced clothing industry base. Relying on the advantages of creative design and product development in Binzhou, Weifang, Yantai and other cities, we will build an important bedding industry base in China; Relying on the leading edge of towel industry in Liaocheng, Weifang, Binzhou and other cities, we will build an important towel industry base in China（ 6） High end industrial textiles base. Relying on the product and technical advantages of Dezhou, Taian, Dongying and other cities, we will build a national leading high-end industrial textile industrial base.

Fourth, enhance the ability of innovation and creativity. Give full play to the advantages of large enterprises in scientific research and talent, focus on the industry's cutting-edge technology, and lead and promote the industry's scientific and technological innovation ability. Support the construction of national advanced printing and dyeing technology innovation center, promote the cooperation of industry, University and research, and accelerate the transformation of research results in our province. Actively cultivate the national textile and clothing creative design pilot demonstration park (platform), through the integration of resources, talent introduction, brand incubation, achievement transformation, service sharing and other ways, to create a provincial textile and clothing industry resources gathering highland. The "provincial governor Cup" industrial design competition, textile and clothing sub competition were held, and the Sino Italian clothing design master class, China International Chinese clothing design competition and Mingyuan cup · international home textile creative design competition were well organized. Shandong fashion industry alliance was established to promote the cross-border integration and development of textile and clothing, shoes and hats accessories, jewelry, culture and art and other fashion industries. By 2023, the province will strive to cultivate and expand one national level manufacturing innovation center, more than 12 national single champion demonstration (cultivation) enterprises, more than 5 national industrial design centers, and more than 10 national textile and garment creative design pilot demonstration parks (platforms).

5. Do a good job in the construction of major projects. We will improve the key project library of textile and garment industry, aim at major projects with high added value, strong driving force and broad market prospect, such as original design, new fiber, industrial Internet platform, improve service mechanism, strengthen factor guarantee, and accelerate the implementation of key projects. Regularly organize special promotion of major projects, and guide social capital to participate in textile and garment industry projects by comprehensively using equity investment and guiding fund. We should establish the thinking of industrial chain investment promotion, gather resources, concentrate strength and integrate policies, and accurately attract a number of major projects with strong industrial driving force, high scientific and technological content and good economic benefits. By 2023, the first batch will focus on tracking, coordinating and supporting the promotion of 20 major industrial chain projects.

6. Accelerate the digital transformation of the industry. Implement the intelligent technology transformation project, support and guide enterprises to increase the application of Internet, big data and other technical means, realize the digital transformation of the whole process of management, design, manufacturing and marketing, and promote flexible production, personalized customization and precision marketing. Establish a normal docking mechanism between enterprises and digital service providers, carry out various forms of online and offline docking activities, and provide technical support and service guarantee for enterprises' digital transformation. Carry out industry digital transformation diagnosis activities, formulate digital construction plan for one enterprise and one policy, and guide enterprises to carry out digital, network and intelligent transformation. We should vigorously cultivate and promote the Internet platform of textile and clothing industry, promote enterprises to use the platform, realize resource sharing and industrial chain reconstruction, and promote enterprises to form closer ecological partners. By 2023, more than 500 textile and garment enterprises in the province will be trained, and more than 5 Internet platforms for textile and garment industry will be cultivated and promoted.

7. Further promote the "three products" strategy. We will further promote the strategy of increasing varieties, improving quality and creating brands in the textile and clothing industry. We will organize enterprises to participate in the five Shanghai joint exhibitions in spring and autumn, and focus on displaying and promoting Shandong's textile and garment products, and enhance the brand influence and market share of "Shandong textile". Textile and garment enterprises are encouraged to make use of online shopping platforms such as tmall, Taobao, Jingdong, necessaries mall, Amazon cross-border e-commerce platforms, live delivery platforms such as shuoyin and Kuaishou, and wechat groups of key customers to realize fast, accurate and efficient online and offline marketing. By 2023, the province will cultivate more than 100 new technologies, new achievements and new models in the textile and garment industry, and focus on cultivating more than 50 brand enterprises.

8. Strengthen personnel training. The high-end talent training course for textile and garment industry was held. For the chairman, general manager, second-generation successors and senior managers of textile and garment industry, systematic training was carried out from enterprise management, digital transformation, brand building, marketing and other aspects, so as to continuously improve the entrepreneur's ability and quality. By means of online and offline teaching of Sino Italian international fashion design master class and special guidance before the competition, we have trained and guided more than 3000 design talents from enterprises and universities. In view of the development trend of the industry in the era of Internet economy, relying on the industrial Internet Alliance of Shandong textile and garment industry chain, we will carry out "Dandelion million million" digital talent training activities, and carry out training on 3D digital design and research, flexible rapid response intelligent manufacturing, and intelligent retail. By 2023, we will unite 50 universities and enable 500 enterprises, We have trained more than 5000 digital talents for the industry.

9. Improve the level of industrial safety and environmental protection. To guide and urge enterprises to improve production safety level and green environmental protection development ability. Promote the work of safety production in the aspects of industry planning, industrial policies, laws and standards, guide and urge enterprises to increase safety production management. We will strengthen the transformation of green production technology, eliminate backward processes and production capacity, and implement various environmental protection requirements. Actively cultivate printing and dyeing standard announcement enterprises of the Ministry of industry and information technology, improve the level of energy conservation and emission reduction and clean production of printing and dyeing industry in the province, and guide the high-quality development of printing and dyeing industry.
