The Textile Chamber Of Commerce Held The Coordination Meeting For Responding To Complaints Of Indonesian Clothing And Accessories Safeguard Measures

On October 1, 2020, according to the application of the Indonesian textile association, the Indonesian Committee on safeguard measures officially launched an investigation into the safeguard measures for imported clothing and accessories. The commodity tax numbers involved are 6101, 6102, 6103, 6104, 6105, 6106, 6109, 6110, 6111, 6117, 6201, 6202, 6203, 6204, 6205, 6206, 6209 and 6214. On the afternoon of September 15, 2020, CCPIT held a network litigation response coordination meeting.

Wang Yu, vice president of China Textile Import and Export Chamber of Commerce, Guo Fang, deputy director of the third export division of trade relief Investigation Bureau of the Ministry of Commerce, leaders of the commerce departments of Guangdong, Zhejiang, Shandong, Gansu, Jiangsu Province and Ningbo and Dongguan Municipal Commerce bureaus, CHENFENG Group Co., Ltd., Ningbo Shenzhou import and Export Co., Ltd., Gansu zhonga Clothing Co., Ltd., and Ningbo Shenzhou import and Export Co., Ltd, Representatives of nearly 20 enterprises involved in the case, including Dongguan Yikai Garment Co., Ltd., attended the meeting.

At the meeting, President Wang first introduced the case, the latest data of China's textile and garment exports to Indonesia and the historical data of the past three years. This paper introduces the case applicant, the Indonesian textile association and the case of last year's Indonesian safeguard measures, and tells the enterprises the necessity of responding to the lawsuit. Guo Fang, deputy director of the third Export Department of the trade remedy Investigation Bureau of the Ministry of Commerce, introduced the key industries and the results of responding to the safeguard measures case initiated by Indonesia against China in recent years. He told the enterprises that the investigation was both dangerous and opportunistic, and explained what enterprises, governments and industry associations should do after responding to the lawsuit. Deputy director Guo hopes that all parties will play a good role in the four body linkage mechanism and strive for a good response result. Representatives of several export enterprises introduced their export products and Indonesian importers in recent three years. Finally, the lawyers of the four law firms gave a detailed introduction to the responding strategies of the case.

Since September 2019, Indonesian investigation authorities have launched five safeguard measures investigations on textile and garment products. The products involved account for 38% of China's total textile and garment exports to Indonesia, and the applicants of the five cases are all Indonesian textile association. Among them, 4 cases of yarn, fabric, bedding and carpet have all imposed high safeguard measures tax, and Indonesia's trade protection intention has been significantly strengthened. In addition, in recent years, the trial of Indonesia safeguard measures case has the characteristics of wide product range, short investigation time, fast trial speed, strong political purpose and serious trade protectionism. I will remind enterprises to speed up the delivery of orders in hand, actively contact importers and downstream customers to lobby in Indonesia, and make preparations for Industry defense.
