A few days ago, the General Administration of Market Supervision issued an announcement on the implementation of the general office of the State Council on supporting the transfer of export products to domestic sales.

The announcement proposes to speed up the access to the domestic market, and allow enterprises to sell in the form of self declaration of compliance with mandatory national standards by the end of 2020. Open the fast track of domestic production and sales approval. We will optimize the examination and approval services for export to domestic products under the management of industrial product production license and special equipment production unit license access system, streamline the process and shorten the time limit. We will streamline and optimize the compulsory product certification procedures for domestic products.

In addition, we will fully implement the "same line, same standard and same quality" for domestic and foreign products of export enterprises (hereinafter referred to as "three tongs"). Give full play to the role of government guidance and guidance, support enterprises to develop "three tongs" products, and expand the scope of application of "three tongs" to general consumer goods and industrial products. That is, to produce products that can be exported and sold at home in accordance with the same standards and quality requirements on the same production line, so as to help enterprises reduce costs and realize the transformation of domestic and foreign sales. In the fields of food, agricultural products, general consumer goods and industrial products, we will support the development of marketable export products, expand the domestic market, and comprehensively promote the development of "three tongs".
