Us Releases $200 Billion Tax Product Third Batches Exclusion List

In October 23rd, the United States Trade Representative Office (USTR) announced the third batch of products under the list of $200 billion plus tariff products. This exclude a total of 83 products, including 7 textile and clothing products. Up to now, the United States has issued 3 batches of 200 billion product exclusion lists, of which first batches involve 2 textile and garment products tax numbers, the second batch relates to 3 textile and clothing products tax numbers, 12 textile and clothing products tax numbers. The excluded products will no longer be subject to a 301 tariff when they export to the United States. Exclusion period can be traced back to the date of entry into force of the 200 billion list - September 24, 2018. The validity of the excluded products listed in this notice is from September 24, 2018 to August 7, 2020.

The 7 categories of textile and clothing products specifically described and HS codes are as follows:

1. the retail Merino wool yarn, which is not retailing, contains 85% wool weight and the average fiber diameter is not more than 25 microns, 5106.10.0090;

2.100% textured polyester filament woven dyed fabric, measuring 332.7cm wide, weighing more than 170g/, 5407.52.2060;

3. man-made fiber nonwovens, weighing more than 25g/m2, but not larger than 70g/m2, with smooth or embossed textures (not impregnated, coated or covered with rubber, plastic, wood pulp or fiberglass materials, in a pre cut roller that is not less than 15cm to less than 107cm), used for making personal care wipes, 5603.12.0090;

4. the size of the artificial fiber safety belt with a size greater than or equal to 25mm but not exceeding 25mm is 50mm, not cut to a specific length, 5806.32.2000;

5. artificial fibers are impregnated, coated, covered or laminated with 75% polyvinyl chloride (PVC) by weight, 5903.10.2090;

6. the impregnated, coated, covered or laminated synthetic polyurethane fabric has a width of at least 135cm but not more than 150cm, with a weight of at least 206g/m2 but not exceeding 500g/m25903.20.2500;

7. long knitted knitted fabric, acrylic knitted suede on polyester fiber surface, less than 16 dollars per square meter, 6001.10.2000.
