As the second largest export industry in Vietnam, the textile and garment industry has attracted two investors. However, the upstream industries such as weaving and dyeing and finishing are difficult to get investment due to concerns about environmental pollution, which leads to the unbalanced development of Vietnam's textile and garment industry and the lack of cloth production links. Therefore, the development of the textile industry is restricted and the added value of products is not high.

In 2018, Vietnam's textile and garment exports amounted to about US $36 billion 200 million, but only $23 billion 600 million was imported from raw materials and accessories, of which about 12 billion 800 million US dollars were imported and about 5 billion 470 million US dollars of textile accessories.

Reported that, due to the lack of dyeing and finishing links, 2/3 of Vietnam's yarn must be exported. EVFTA requires that textile "cloth is locally produced" and that CPTPP requires "textile yarn to be produced locally", which will promote Vietnam's textile and garment industry to invest in these upstream industries.

According to the Vietnam Textile Association (VITAS), in the past few years, some projects devoted to producing cloth materials have been rejected by local governments. The dyeing and finishing links do have the risk of polluting the environment, but if the projects are put into the wastewater treatment process, they should be approved. In response, the general office of the government has issued a document to the Ministry of industry and trade, pointing out that the premier of the government requested the Ministry of industry and trade to coordinate with all localities to solve this industry problem.

Vietnam also announced a new "Vietnam made" standard in the near future. According to the preliminary plan, Vietnam's domestic processing added value should occupy more than 30% of the export product, and the imported products must be completely processed into other products, which can be regarded as "made in Vietnam". Only Vietnamese products passed through Vietnam will not be manufactured in Vietnam. In the future, Vietnam will strengthen the inspection and certification of the certificate of origin.

Internal support should be made to promote the upstream construction of Vietnam's domestic industrial chain, strengthen the management of import and export activities and foreign investment, and investigate and strictly handle the fraud of trade defenses and goods origin. Through a number of measures, Vietnam's textile and apparel industry chain will be more perfect or more balanced in the future.
