Members Of The Yunnan CPPCC Member Urged: To Effectively Curb Opium Poppy, Sericulture Should Be Included In The List Of Alternative Planting.

"Planting mulberry and sericulture has produced good economic and social benefits in the mountainous areas of northern Burma. It has a good exemplary role in replacing poppy cultivation. It is suggested that the silkworm culture products should be included in the province's alternative planting catalogue."

A few days ago, Jin Fen, member of the two session of the twelve session of the provincial CPPCC, called for this.

The mountainous areas of northern Burma, with sufficient light, abundant rainfall and fertile land, are ideal places for mulberry cultivation.

Since the beginning of 2015, Dehong Zheng Xin Industrial Limited by Share Ltd has achieved good results in implementing poppy instead of planting and developing sericulture industry in northern Burma, and has helped more than 2 million households in Burma to shake off poverty.

As of December 2017, Dehong Zheng Xin Industrial Limited by Share Ltd has invested more than 4000 yuan in Burma, 16 demonstration bases, 3000 farmers contracted, and built 6500 acres of mulberry garden.

The company plans to develop 300 thousand mu of mulberry field in Burma by 2019, and set up 30 breeding bases for small silkworm, making it a high quality raw material base for the cocoon intensive processing plant.

However, due to the fact that silkworm products are still not included in the list of alternative planting products, the import value-added tax of silkworm products such as silkworm cocoons and other silkworm products which are produced in Burma still need to be paid back when they go back to China for intensive processing. This greatly increases the production cost of cocoon processing enterprises, which is not conducive to the development and growth of enterprises, nor is it conducive to the positive role of sericulture industry in the replacement of planting.

To this end, Jin Fen appealed to the provincial departments concerned to actively reflect to the national level that the silkworm industry should be included in the list of alternative planting products, so that not only can effectively reduce and contain the poppy planting area, promote the economic development of the relevant regions, but also make positive contributions to the realization of good neighborly friendship and the promotion of "one belt and one road" construction.
