Notice of target price reform subsidy fund "(Finance Building [2016] 4") and autonomous region development and Reform Commission provided as at 24 o'clock in January 31, 2016.

Sales volume, and the basic farmers' cotton planting area of four prefectures in southern Xinjiang, now you are allocated 2015 of the prefecture (city).

Subsidies and clearing funds shall be issued, and the relevant matters shall be notified as follows:

1. The basic principles of allocation and payment of liquidation funds

1. after deducting the pre appropriated capital of 8 billion yuan and the balance fund of the prefecture and County households in 2014, 417 million yuan, the allocation and settlement fund is 5 billion 964 million yuan, of which 4 billion 526 million yuan is subsidized and 1 billion 438 million yuan is subsidized.

The allocation of funds is based on 24 seed cotton sales in January 31, 2016 and four cotton planting areas of basic farmers in southern Xinjiang. Each prefecture (city) distribues liquidation funds to counties, cities and districts according to the same method and basis, and the allocation of funds is detailed in the annex.

The 2.2015 year cotton target price reform subsidy standard is: the amount of land cotton sale allowance is 1.99 yuan / kg, the special cotton sale volume is subsidized 2.58 yuan / kilogram, the southern Xinjiang four Prefecture state basic peasant area subsidy is 141.75 yuan / mu.

The payment of subsidy funds from counties, cities and districts is mainly based on the cotton seed sale invoices provided by cotton growers, the cotton seed sale volume and cotton planting area information of 24 cotton seed management information platform in Xinjiang in January 31, 2016, as well as other supporting materials such as land contracts, lease contracts, etc.

3. for the cotton that has been subsidized by the sales amount at the price of 1.2 yuan per kilogram in the early stage, the difference in the amount of subsidy paid for the sales volume is calculated according to the standard of 1.99 yuan / kg; the cotton that has not yet been paid for the sales volume is fully subsidized by the 1.99 yuan / kg standard; the basic farmers in the four southern prefectures are paid in full at the rate of 141.75 yuan per mu.

Two. Related work requirements

1. the financial departments of various prefectures (cities) have to allocate the "grain risk fund households" to the financial departments of counties and cities within 5 working days after receiving the liquidation funds.

2. after receiving the clearing funds, the counties, municipalities and districts organized the finance, reform and agriculture departments, according to the "Xinjiang cotton management information platform" up to 24 at January 31, 2016, the seed cotton sale volume and the cotton planting area (four prefectures in the southern Xinjiang), the information was decomposed into each township (town) step by step.

The township (town) government according to the county and city (District) decomposition of the implementation of seed cotton sales, basic farmers' cotton planting, subsidy payment standards, combined with cotton farmers to provide seed cotton sales invoices and other documents, the village as a unit to make the "subsidy publicity form" for no less than 5 working days of public notice; after the subsidy is public, no objection, a summary of the "subsidy summary table", and report to the county (city) district finance, reform and development department audit; audit is correct, the financial sector through the agricultural subsidy "one card" system payment subsidy funds.

When paying subsidies to the agricultural production and operation units, the local governments shall implement the Interim Regulations on the management of the subsidy funds for cotton target price reform in Xinjiang (488) of new financial building [2015].

3., the financial departments at all levels should actively report to the local government and work closely with the local departments such as development and reform, agriculture and other departments. They should be responsible for the allocation of subsidy funds, information generation and pmission, and bank card punching.

In 2015, cotton target price reform subsidy fund payment deadline is March 20, 2016, please make sure that the subsidy funds will be completed in time.

4., the financial departments at all levels should make good supervision and management of the subsidy funds in accordance with the regulations on the supervision and management of the subsidized funds for the reform of cotton target price reform in Xinjiang, and the relevant provisions on cracking down on the false invoicing of "turning cotton".

When subsidies are paid, they must be strictly checked and checked, and effectively prevent fraudulent subsidies, such as "false area", "false invoices" and "spinning cotton", etc., please conscientiously do a good job in policy propaganda and interpretation, strictly implement the payment procedures for subsidized funds, and take effective measures to prevent and stop any units or individuals from deducting the subsidy funds of cotton farmers with the "top payment, fees" and other reasons, so as to protect the basic rights and interests of cotton farmers.

5. from the beginning of February 22, 2016, the finance departments of all prefectures (cities) will report the distribution and payment of the subsidy funds to our department according to the relevant regulations of our office on the work of carrying out the information daily work of the financial system of cotton target price reform (No. 498 of new finance [2014]).

Three, other matters needing attention

The 1. part of cotton farmers because of planting cotton in different regions, information platform has multiple planting information.

In order to ensure data consistency, the information platform has allocated information on the sale volume of cotton growers to different regions according to the cotton planting area, and the subsidy funds have also been pferred. When the subsidy funds are paid, there may be inconsistent situation between invoice information and system data.

All localities can enter the system platform through cotton growers to inquire about the overall information of their cotton planting and seed cotton sale volume, confirm whether the seed cotton sale volume and the planting area are consistent; if the cotton growers and the same invoices have to pay subsidies in different areas, the financial departments that have already paid the subsidy must indicate the amount of the subsidy paid on the back of the invoice, keep the invoice copy for reference, and the financial departments in different regions involving such problems can directly butt in, and agree on the subsidy payment scale and method, so as to ensure that the subsidy funds are accurately cashed.

2. when the four prefectures in southern Xinjiang pay subsidies to the basic farmers, please verify the information of seed cotton sale carefully, and ensure that the cotton planting area is consistent with the seed cotton sale volume.

For special circumstances such as "planting area information but no seed cotton sale volume", it is necessary to review and confirm the reasons again, identify the reasons for it, organize the subsidy publicity separately, and report to the county (city) people's government to pay the subsidy funds again after verification, so as to prevent the false area of fraudulent subsidies.

3. when the financial departments in various areas pay cash subsidies for the sale of special cotton, please strictly check the cotton planting information and the cotton seed sale invoices provided by the cotton farmers, and carefully check the cotton purchase price, inspection data indicators and other information recorded in the invoice.

Information authenticity, sales volume and area matching is consistent; for planting or sale of information input errors and other reasons, resulting in inconsistent information, etc., must consult the higher authorities or relevant departments for approval and then grant subsidies.
