"Letter" is a document which does not belong to organs to negotiate work, inquire and answer questions, request approval and reply to approval matters.
The letter can be divided into letter of business, letter of inquiry, letter of approval (request letter of approval, approval letter).
There are strict differences between "request" and "letter of approval".
