The government of the city of El perwell said that in 2010, they had licensed new shoes and tanning industrial parks, covering an area of more than 100 hectares.

Shoemaking and tanning enterprises have purchased land through third party agencies, but the plant construction is shelved because of the temporary housing built by ordinary households.

Observers found that about 30% of the planned land in the industrial park was built with temporary housing for about 600 families, and the E Forbo Vee Neil administration did not take any measures to solve the problem.

Edmundo Blas Zegarra, chairman of Peru's local leather and footwear industry association, said he was still working on the project, but he warned that if the government did not take any measures in the next few months, the project would never be able to land.
