In September 17th, the 27 member states of the European Union voted on the proposal of the European Commission to extend anti-dumping duties on leather shoes produced in China and Vietnam, and rejected the proposal by 15 to 12.

Although the voting result is not legally binding, "the result of the vote is almost certain that the European Commission will extend the decision to impose anti-dumping duties."

Chen Lipeng, director of the Fair Trade Bureau of the Guangdong Provincial Department of foreign trade and economic cooperation, explained that the European Commission's sunset review procedure is: the European Commission first makes a proposal after the study, and then votes by the representatives of the member states. According to statistics from the Guangdong branch of the customs and Excise Department, by the EU's anti-dumping effect on leather shoes in Guangdong Province, 1-7 pairs of leather shoes exported from Guangdong Province, 380 million pairs, dropped 17.5%, valued at 2 billion 950 million US dollars, down 10.3%.

But earlier, at the request of Italy and other countries, Peter Mandelson, the member of the European Commission responsible for trade, proposed to extend anti-dumping measures. He asked for a review of the relevant measures, and proposed interim review and sunset review. The levy period will be extended for at least 1 years in disguise.

However, both China and Vietnam's relevant departments and enterprises are making corresponding preparations for this.

In fact, Vietnam leather and Footwear Association has announced this week that the price of Vietnam's exports to the EU will increase from 9.20 euros per euro to 10.14 euros (14 US dollars), and the retail price of shoes has risen by 10%-18%.

"The European economy is on the edge of recession and is suffering from high inflation," the association said. "Therefore, any continuation of any anti-dumping measures will have a more negative impact on low-income consumers, who are the main users of Asian shoes."

"Our business has been waiting for the decision of the European Committee. If you really start the sunset review, of course our business will continue to fight."

Guo Weiwen, Secretary General of the world's footwear industry and the Guangdong anti dumping Union, emphasized to reporters: "in fact, we have already made such preparations for enterprises."

However, "obviously, the current situation has shifted to Chinese enterprises.

The European Commission must consider this voting result. "
