Xiang Xin believes that the core is the transformation of management functions of government circulation. There is a gap between China's domestic and foreign trade management. All import and export enterprises or economic entities are their service and management objects, while domestic trade circulation still emphasizes industry management, that is, internal trade departments only manage them.


Xiang Xin also revealed that the transition from departmental industry management to public management and public service of business behavior may be a major direction for the competent departments of Commerce to transform their functions in the future.


Hong Tao suggested that two steps should be taken: the first stage is to set up a co operation mechanism with the Ministry of Commerce as the leading mechanism, and the second stage to set up a large part system with the Ministry of Commerce as the main body.

Hong Tao said that under the conditions of modern market economy, unified decision-making is needed. It is difficult to form a unified decision-making system over a long period of time. "Technological development can boost structural reform." Hong Tao said that the sudden rise of the electricity supplier and the explosive growth of online shopping have greatly promoted the breakthrough of regional free flow of commodities.


Shen Danyang, spokesman of the Ministry of Commerce, said that in the three quarter, the scale of online shopping transactions in China reached 454 billion 760 million yuan, up 42.4% over the same period last year.

In 1993, China began to introduce and develop electronic commerce, and it began to rise slowly after the Internet bubble burst in 2000. Now it is in the transition period from cultivation to development. In March this year, Vice Premier Wang Yang pointed out that electronic commerce should be "development oriented and management oriented", that is to say, it should be based on support and standardization.


The Ministry of Commerce issued the "12th Five-Year plan for the development of e-commerce", and on 21, issued the "Implementation Opinions on promoting the application of e-commerce", and launched ten major measures to promote the development of e-commerce.


Hu Yanping, director of China Internet data center, pointed out that the industrial bottleneck such as the quota between banks and the third party payment, the mechanism conflict between marketization and non marketization, and the conflict of interests between traditional retailing industry and the Internet business provider are all obstacles that can not be ignored at present.
