The Commerce Bureau and the Chengdu Municipal Bureau of Commerce will expand the scope of risk monitoring and collect the risk information of export footwear products.

We should conduct scientific analysis and accurate judgement on the problems found in monitoring and potential risks, and release them in time through information platform.


Evading export risks and green export channels


The Sichuan inspection and Quarantine Bureau will further reduce the proportion of spot checks and speed up the inspection and release.

Priority should be given to the implementation of a convenient customs clearance system for green export, export exemption and direct release.


Tackling export barriers


In view of the actual export of footwear in Chengdu and the requirements of technical regulations and mandatory standards of major trade countries (regions), the two bureaus will jointly conduct investigation and analysis and countermeasures, and jointly organize technical training.


City Commerce Bureau revealed that in 1~5 months of this year, Chengdu enterprises exported footwear of 269 million US dollars, an increase of about 24% over the same period last year of 216 million US dollars.

Guo Qizhou, director of the Chengdu Municipal Bureau of Commerce, said that the two bureaus should strengthen cooperation in strengthening risk monitoring, innovating supervision mode, promoting industrial pformation and upgrading, and improving the working mechanism, so as to further enhance the level of collaborative services to export enterprises and jointly help Chengdu shoe enterprises to actively cope with the challenge and promote the Chengdu shoe industry to cultivate its own brand, realize pformation and upgrading, and constantly expand product exports.


Expand monitoring scope and release risk warning to consumers


According to the memorandum of cooperation, the two bureaus will expand the scope of risk monitoring and collect the risk information of export footwear products.

We should conduct scientific analysis and accurate judgement on the problems found in monitoring and potential risks, and timely release risk warning information to footwear enterprises, consumers and relevant government departments through information platform, and prepare for risk prevention.


In terms of scientific risk management, we will comprehensively strengthen the management of footwear industry risks, enterprise risks and product risks, dynamically adjust the risk level of footwear enterprises and imported footwear products, strive to control risks in the source link, deal with them in the bud, and prevent regional and industrial quality and safety problems.


The memorandum of cooperation clearly states that we will increase investment in the construction of footwear export bases and attract more footwear companies with modern production management level to play the role of base aggregation and leading role in promoting the overall quality and safety of the industry.

We will promote the construction of export footwear quality and safety demonstration zones, build the industrial chain of export footwear products quality and safety, and promote the complete matching of industries, and further enhance the quality and safety level of export footwear products.

At the same time, we should strengthen cooperation with customs and other port joint inspection units, vigorously implement electronic paperless customs clearance, and enhance the level of port coordination service.

We should intensify cooperation with the major customs inspection and quarantine institutions of footwear products in Chengdu, promote the establishment of a customs clearance coordination mechanism, reduce the port clearance links, and create a customs clearance environment for footwear enterprises with "fewer links, faster speed, better service and effective supervision".


In the construction of public service platform, the two bureaus will increase input in information construction, build information consulting, business training and technical service platform, share relevant information on footwear products, relevant laws and regulations, and dynamic information on technical trade measures, timely understand changes in international market demand, and provide information consulting services for footwear foreign trade enterprises.

We should give full play to the testing platform of the National Key Laboratory of footwear and raw materials testing, and actively provide testing services for raw materials and semi-finished products of enterprises.


Industrial pformation and upgrading to promote "Chengdu made" international reputation


The memorandum of cooperation agreed to expand the coverage of origin visa and help export footwear enterprises make full use of them.

Regional preferential policies of origin, such as free trade zones, will help enterprises fully enjoy preferential treatment of tariff reductions and exemptions from importing countries.

We should fully implement the policy of reduction and exemption of inspection and quarantine fees and reduce the operating costs of footwear enterprises.

We will actively support the government's financial special funds and vigorously support the accelerated development of footwear products.


The memorandum of cooperation also proposes that we should increase policy and financial support, adopt individualized service of "one enterprise and one policy", and help the key export enterprises of footwear to establish and improve the quality management system, enhance the ability of self-examination and self-control, and enhance the core competitiveness of enterprises.

Vigorously implement the "export brand" strategy, guide footwear enterprises to actively carry out international system certification and product certification, enhance technological innovation capability, and promote the pformation and upgrading of footwear industry and pformation of development mode.

Exports still need to cultivate their own brands.


At the signing ceremony yesterday, Xu Wuqiang, director of the Sichuan inspection and Quarantine Bureau, said that after more than 10 years of rapid development, the export of footwear products in Chengdu has maintained substantial growth every year, and has become the largest single export commodity in Sichuan's traditional industries.

Chengdu has already formed a footwear industry gathering area, and the brand effect of "Chinese women's shoes capital" is increasingly prominent.

The two bureaus will establish closer cooperation mechanisms to make new contributions to the accelerated development of Chengdu's open economy.


Guo Qizhou, director of the Chengdu Municipal Bureau of Commerce, said that at present, the relevant footwear enterprises in the city reached more than 4000, with an annual output value of more than 10 billion yuan RMB, and exported to 707 million US dollars in 2011. Initially, the industry scale of matching and perfecting, production and marketing, and annual production of leather shoes over 100 million pairs has been initially formed. The shoe making industry has become one of the characteristic export industries with rapid development in Chengdu in recent years.

However, most of the shoemaking enterprises in Chengdu are small and medium enterprises, most of which are mainly OEM and processing. Their product design, technological innovation and development capability are weak, lack of independent brand and technology, products are at the low end of the industrial chain, and lack of core competitiveness of the international market. Under the severe situation of international and domestic foreign trade, Chengdu footwear industry will face greater challenges.


According to the data provided by the Chengdu Municipal Bureau of Commerce, the total export volume of the city in the 1~5 months was 11 billion 775 million US dollars, an increase of 83.87%, an increase of 15 percentage points over the 1~4 month export growth rate (68.66%), which was higher than the Sichuan provincial export growth rate (78.7%) 5 percentage points, higher than the national export growth rate (8.7%) 75 percentage points.

Among them, footwear exports rebounded. In 1~5 months, the footwear exported by Chengdu enterprises was 269 million US dollars, an increase of about 24% over the same period last year of 216 million US dollars.
