EU Expert Group On Anti-Dumping Against Chinese Leather Shoes

The World Trade Organization (WTO) released a report of the expert group on 28 th, and decided that the EU's anti-dumping duties on Chinese leather shoes violated the practice.

Thousands of enterprises are affected


The EU anti-dumping lawsuit against Chinese shoes can be traced back to 2005.

In recent years, the number of leather shoes exported to the EU has increased dramatically, which has caused the dissatisfaction of the traditional big powers such as Italy, Spain and other shoe making industries in the European Union.


In July 2005, the EU began anti-dumping investigations on Chinese leather shoes and decided in October 5, 2006 to impose a 16.5% anti-dumping duty on Chinese leather shoes for a period of 2 years.

The number of Chinese enterprises affected by anti-dumping is as large as more than 1000, making tens of thousands of Chinese shoemaking workers in danger of losing their jobs.


What's more, by the end of the anti-dumping measures, the European Union launched a final review in October 2008. In December 22, 2009, the EU decided to extend the anti-dumping measures for 15 months.


In the absence of many negotiations, China introduced the EU to the WTO in February 2010, and WTO set up an expert group in May to investigate the dispute.

The Chinese delegation to the World Trade Organization issued a statement on the day, welcoming the verdict.

The WTO expert panel's decision has brought China "tardiness of justice".

The Chinese delegation to the World Trade Organization expressed the hope that the EU would pass the ruling and realize that its actions were irregularities.


In recent years, Europe has been unable to extricate itself from recession and sovereign debt crisis. Trade protectionism is also rising in order to protect its employment and cater for some domestic interest groups.

In fact, the practice of levying anti-dumping duties on Chinese leather shoes also has many objections within the European Union.

Tax increases on Chinese shoes not only make consumers pay more for EU consumers, but also hurt EU importers' interests.


At present, China has not yet won the EU's "market economy status". If the EU wants to prove that Chinese shoes are dumping, it only needs to find a "substitute country" that costs more than China. It can use WTO's anti-dumping clause to sanction China, so the future "made in China" external trade environment is still not too optimistic.
