Tariff Of Exhibits And Government Countermeasures

Exhibitor declaration is an important part of international exhibitions. Overseas exhibitors are a decision making behavior on cost and revenue. Excessive tariffs will increase the cost of exhibitors, thus indirectly inhibiting the demand for exhibitors. Therefore, exhibits tariff policy plays a certain role in restricting the internationalization of the exhibition industry.



In 1997, the Customs General Administration promulgated the regulations on the supervision of import exhibits by the People's Republic of China customs.


 
In " Exhibits The provisional import regulations stipulate that the exhibits will be re shipped within 6 months from the date of entry. The extension of the time limit for retransmission should be approved by the competent customs, and the longest period of extension is not more than 6 months. The exhibition which is held for more than half a year shall be examined by the general office of the Customs General by the sponsor or its agent. The customs and value added tax stipulates that: for the exhibits that are officially imported, they will pay taxes according to the relevant regulations. The sale of small items during the exhibition shall be subject to customs duties and other taxes and charges. The small sample that meets the requirements does not pay tax.   



The provisions of the regulatory measures are quite different from those of internationally representative countries such as Germany and Brazil in terms of temporary import, customs duties and value-added tax. Especially in terms of time limits, the three countries have the longest duration (5 years) in Brazil, and the shortest in Germany (3 months). The longer import period of exhibits is beneficial to attracting overseas enterprises to participate in the exhibition, but at the same time, it will bring about confusion in the customs administration and tax evasion. However, the shorter period will lead to higher demands for the exhibition itself. Only the exhibition Kingdom like Germany can attract exhibitors and target audiences with high-quality brand exhibitions. In fact, even so, Germany still takes the low import guarantee amount as its competitive advantage to make up for its shortage.



I believe that in order to attract foreign enterprises to participate in China's exhibition, one of the measures that the government can choose is to reduce the cost of exhibiting in China. We can try to take the following measures:



One is the proper extension of temporary. Import deadline 。


  
The Chinese government has made a substantial reduction in tariffs within 5 years after its accession to the WTO. According to the established timetable, the tariff of most products has been gradually reduced. Therefore, the proper extension of the temporary import period will not cause too much confusion in the management of import and export.  


 
Second, in terms of relevant policies, the government should consider reducing taxes appropriately while reducing the levy. Scope of acceptance 。  


 
With the successful bidding of the Beijing Olympic Games and the Shanghai World Expo, the government's support for the exhibition industry has been constantly strengthened, and the taxes and fees for exhibits have been reduced and the measures taken. Take World Expo, Shanghai as an example, the Chinese government has undertaken to grant tax exemption from the exhibits exhibited by the participating enterprises in the World Expo park during the World Expo legal process, and tax exemption for the labor services provided by the Organizing Committee for exhibitors participating in the exhibition, and the individual income tax relief granted to the foreign participants (including Hong Kong, Macao and Taiwan) participating in the participating countries exhibiting less than 183 days' residence in China. These Measures apply to all exhibitors. The introduction of this series of regulations is not only conducive to the successful holding of World Expo, but also will stimulate the development of China's MICE industry.  


 
In addition, other relevant policies of customs, such as guarantee, will also affect the participation of exhibitors. The amount of guarantee is also a cost for exhibitors, and the choice of the guarantor can also be included in the transaction cost.   



The above measures may increase management pressure and affect tariff collection to a certain extent, but the exhibition platform with huge industrial pulling effect will drive commodity circulation among countries and regions.
