Through the study of a number of key areas and key projects, we formulated a number of important standards to meet market demand and integrate with the international market, improve the overall level of textile industry standards and the level of nationalization, further optimize the standard system structure, enhance the international influence of China's standards, and establish a standard system suited to the level of China's textile technology and industry development.

The standard is the service industry. Therefore, during the "12th Five-Year" period, the textile industry's standard work mainly revolves around new materials, health, environmental protection and energy saving and emission reduction. The construction of specific standards can be divided into three aspects, namely, the formulation of new standards, the revision of existing standards and the integration with international standards.

New materials for textile fiber have been incorporated into the strategic emerging industries designated by the state. At the same time, in the decision of the State Council on accelerating the cultivation and development of strategic emerging industries, it is also clearly stipulated that "the development level of high energy fiber and its composite materials such as carbon fiber, aramid, UHMWPE fiber and so on" will be enhanced in the future.

Sun Ximin said that at present, the speed of the introduction of new fibers is faster, and the definition, qualitative and quantitative analysis of these new fiber materials are more difficult, and the corresponding supporting standards are urgently needed.

He also said that the development of new fiber materials is the focus of the future textile industry, which has decided that the standard construction of new textile materials during the "12th Five-Year" period will be a focus of future standard work.

Of the 16 sub items of the textile standard research work during the "12th Five-Year" period, 5 of them belong to the standards for new textile materials.

First, the formulation of standards for basic performance data of new textile materials.

Sun Ximin said that compared with the development of new textile materials, the basic data about new materials are seriously insufficient. At present, there are no new basic fiber data at home and abroad. However, the standards adopted by some organizations and enterprises are not authoritative enough to be widely accepted, which directly affects the application and popularization of new textile materials.

To this end, by 2015, the China Textile Industry Association will organize and complete the basic data tables of high-performance, carbon fiber and other 10 new textile materials, such as mechanics, chemistry, thermal properties and moisture regain, and form a series of guiding technical documents of national standards.

Secondly, it is the formulation of 3 specific fiber standards, such as high performance fiber, biomass fiber and differential fiber.

Sun Ximin said that this series of new fiber materials are widely used in all aspects of national defense, aerospace and national economy, and formulate corresponding standard system. On the one hand, they can greatly promote the application of new materials, and on the other hand, they provide consumers with a yardstick of judgement to realize consumers' right to know.

During the "12th Five-Year" period, it is expected to complete the series of high performance fiber standards, such as aramid, ultra-high molecular weight polyethylene, acrylonitrile carbon fiber and so on, and complete the standards of biomass fiber such as polylactic acid, protein and chitosan, and complete the series of standards such as cationic dyeable PET chips and fiber PBT, PTT, non-ferrous metals, fine denier, heteromorphism and so on.

Finally, it is a series of standards for recycling.

Sun Ximin said that the "12th Five-Year plan" regards building a resource-saving and environment-friendly society as an important focus of changing the mode of economic growth. Therefore, the recycling and reuse of fiber in the textile industry has become a significant task in the construction of 12th Five-Year.

At present, new technologies for producing polyester regenerated spinning, such as waste polyester, waste silk and waste fabric, have been developing continuously, and the standard formulation of regenerated polyester staple fiber has been completed in standard work. On this basis, we will increase the formulation of other regenerated product standards and form a series of standards such as regenerated polyester fiber.

Textile ecological safety standards: protecting consumers' rights and interests

According to Sun Ximin, the formulation of standards has its own course of development.

At the beginning, it was mainly from the point of view of production that some technological processes were stipulated. Now the standard construction work is mainly based on the interests of consumers, setting up the corresponding standards of taking, household and industrial use from the perspective of final products.

During the "12th Five-Year" period, the China Textile Industry Association will organize and improve the formulation of textile ecological safety standards.

Sun Ximin said that in order to protect the safety and health of consumers and promote the integration of China's textile and clothing technology standards with international standards, we should increase the relevant standards, especially the construction of safety standards for children's textiles and clothing.

The focus of standardization will be shifted to ecological safety.

The standard work in the future will further develop textile ecological safety standards on the basis of the existing national basic safety technical specifications for textile products, and promote the attention and understanding of China's textile and garment enterprises on environmental protection, safety and hygiene, and promote continuous improvement of enterprise management and production processes, and promote the upgrading and export of textile industry.

Industrial textiles standards: relatively lagging behind, urgent follow-up

Industrial textiles are new economic growth points in the textile industry. They have developed rapidly in recent years, but the standards for industrial textiles are lagging behind.

Sun Ximin said that the standard is constantly improving with the development and maturity of the industry. The rapid development of industrial textiles has put forward high requirements for the formulation of standards.

At the same time, he said that the production and application of industrial textiles belong to different industries and categories. Therefore, the formulation of corresponding standards is often not done by a single department, for example, a new type of material is used in the construction. This requires the coordination and cooperation of the construction department to formulate the standard of this new material.

During the "12th Five-Year" period, the standard of industrial textiles will be launched around the relatively mature industry and widely used products.

Among the 16 sub items of textile standard research, one is the formulation of standards for series test of automotive textiles.

According to the introduction, there are many standards for testing the performance of foreign automotive textiles, and the existing standards for ordinary textiles are adopted for general performance.

For the special properties required for automobile textiles, the internal standards of SAE and well-known enterprises are mostly used at home and abroad. The test methods are not uniform, and the test data are not comparable.

To this end, the standard work during the "12th Five-Year" period will focus on the completion of a series of standards for testing special or proprietary properties of automotive textile materials, and the formulation and improvement of relevant industrial textiles standards have been included in the "textile industry adjustment and revitalization plan".

Textile machinery standard: if a worker wants to do something good, he must first make good use of it.

The advanced level and technical level of textile machinery directly determine the nature and characteristics of textile products. With the development of China's textile machinery industry, the construction and improvement of the standard of textile machinery has become one of the focuses of the "12th Five-Year" standard work.

Among the 16 sub items of the "12th Five-Year" textile standard research, there are 2 standards for textile machinery industry, namely, the formulation of safety standards for textile machinery and the revision of the new generation of textile equipment standards.

The former will establish safety standards and documents for key machinery and equipment in the industry based on the international standards ISO11111 and GB/T17780 series standards, and complete the formulation of the series requirements for textile machinery safety requirements.

On the basis of the existing standards, the latter will do a good job in upgrading the technical standards of the new generation of textile complete sets of equipment. We will focus on the related technical standards such as the efficient spinning production line, the differential high-performance fiber manufacturing equipment, the new nonwovens equipment, the energy saving and environmental protection printing and dyeing equipment, the digital intelligent spinning machine control system, the electromechanical integration shuttleless loom and the computerized control knitting series equipment, and so on. We will complete the 70 technical standards setting and revision plan, establish a more comprehensive professional standard system for textile machinery, and gradually solve the problems such as the incomplete coverage of the industry standard and the lag of the new product standard.

Standard international integration: matching the status of textile giants

According to China's customs data, China's textile and apparel exports amounted to US $171 billion 332 million in 2009, accounting for 31.72% of the global textile and clothing trade.

As the largest textile exporter in the world, China has proposed and studied international standards of textiles with independent intellectual property rights and advantageous characteristics. It is of great significance to master the right to speak in the international trade of textiles.

During the "12th Five-Year" period, the international standards for textile testing methods and the international standards for clothing anthropometric measurements will be carried out in the two sub projects undertaken by the International Secretariat.

According to Sun Ximin, on the first study, China has already undertaken the work of the International Secretariat of the project, and will set the international standard with China as the leading factor. On the basis of the 2 proposals that have been approved by ISO, we will promote another 2 studies, and strive to have 4 approved by ISO.

For the second criteria, China is now actively applying for the work of the ISO/TC133 Secretariat and striving for the international standard system of human body measurement to be used in China's clothing industry.

Another international standard study is the international standard for the classification and specification of raw silk.

Sun Ximin said that the research and development of electronic detection technology for raw silk in China has been over 20 years ago. The international standard proposal of "grading and testing methods for raw silk" has been voted by ISO/TC38/S23 by China. Therefore, three years are needed to complete the corresponding work to form a leading international standard system for raw silk inspection with Chinese characteristics.

Standard self comb: establishing a textile standard and harmonious system

With the increase of standard quantity, the importance of standard system construction is becoming increasingly prominent.

How to build the textile standard system according to the development needs of the industry and solve some of the problems that are not suitable in the current standard system are the issues that need to be studied in the future.

Sun Ximin said, for example, according to the standard requirements of fabrics, the color fastness should reach 3 grade, while clothing requires color fastness to 3~4 grade, so that qualified fabrics can be disqualified after making garments.

Therefore, an important task in the construction of the standard system is to improve the coordination of standards between the upstream and downstream of the industrial chain and straighten out the relationship between many standards.

During the "12th Five-Year" period, optimizing the standard structure of textile industry has become one of the 16 sub items of standard research.

According to the introduction, the textile standard has basically formed a system. At present, according to the development situation of various textile industries, we should study how to optimize and construct the standard system suitable for the new development of the textile industry, and finally establish the standard system framework of internal harmony and accommodation.

In addition, in the 16 sub items of the "12th Five-Year" textile standard research, there are also studies on the testing methods and evaluation criteria of functional textiles, such as completing the testing standards of functions such as mosquito repellent and antifouling.

The color standard is the study of textile color standards. By 2015, the standard of textile color will be perfected and the standard data information base of all physical colors can be established.

Interviewer: what do you think of standard lag?

Sun Ximin: the standard comes from the industry, is the product after the industrial technology matures, therefore, in this sense, we can say that the standard is always lagging behind.

Of course, the role of the standard is the service industry. With the rapid development of the textile industry, the corresponding textile standards need to be followed up in time.

Reporter: you just said that standards are the products after the maturity of industrial technology. What is the relationship between standards and technology maturity?

Sun Ximin: it can be said that many standards are just beginning to be enterprise standards. When more and more enterprises produce products that follow this standard, the enterprise standard has gradually become the industry standard.

Therefore, in general, the standard setting is based on the upper and middle level of technology in the industry.

That is to say, the standard of the leading enterprises in the industry may be higher than the industry standard, and some enterprises with slightly poorer technical level can achieve a standard after improvement and improvement.

The role of standards is fundamental. In terms of its promotion of technology, it can be said that standards are not protection of backwardness, but promotion of advanced ones.

At the same time, the standard of judgement is mainly based on its practicability. Only the standard adopted by the industry is the criterion of success.

Reporter: some international trade frictions are often caused by standards. What do you think of this problem?

Sun Ximin: this problem should be divided into two parts.

In the foreign trade, both sides will execute according to the contract, and the fundamental reason for many trade frictions is unclear contract or breach of contract.

In this case, the standard will often become a scapegoat, an act of seeking other purposes by the name of standard.

On the other hand, there are some trade frictions due to the standard docking problem, so we will further strengthen the standards of textile and clothing products in line with international standards.

Reporter: How did the standard international integration work start?

Sun Ximin: there are three main forms, one is the direct adoption of international standards, the two is the leading international standard, and the three is the undertaking of international institutions.

The first form is well understood.

The second one is that as China's textile industry continues to grow and many industrial technologies mature and reach the leading level in China, we can put forward standard proposals to international standards bodies and carry out follow-up research and development work.

To undertake international agency work is to point out that International Secretariat such as international textile standardization, clothing standardization, spinning machinery and accessories standardization should carry out research in a certain country. China can take the position of textile industry actively, undertake corresponding work and formulate relevant standards.
