Innovation events

The selection and appraisal activities were successfully concluded at the end of December 2010.

After expert review, ten major events and local employment innovation events in 2010 were selected.

This selection is not only a publicity and demonstration for the 2010 employment work, but also a reference for the employment work in 2011.


2010 is the year when China's employment has recovered smoothly after overcoming the impact of the international financial crisis, and it is also the year of ending 11th Five-Year.

Under the strong leadership of the CPC Central Committee and the State Council, with the active participation of all regions and departments, the employment target has been fully completed under the joint efforts of the national employment workers, and the policy system for the active employment has been further improved. The employment work has made new contributions to maintaining the overall situation of social harmony and stability.


Ten major jobs in China in 2010


First, promoting full employment as a priority target for economic and social development in the year 12th Five-Year.


In October 2010, the CPC Central Committee adopted the proposal of the Central Committee of the Communist Party of China on the formulation of the Twelfth Five Year Plan for national economic and social development in the fifth Plenary Session of the 17th CPC Central Committee.

In December 2010, the central economic work conference further clarified that promoting full employment as a priority goal of economic and social development.

Thus, "employment priority" was first included in the five year plan for national economic and social development.

The Ministry of human resources and social security, in studying and formulating the "12th Five-Year" special employment plan, will implement the strategy of giving priority to employment development as the guiding ideology and action guide for the employment work during the "12th Five-Year" period.


Two, "11th Five-Year" urban and rural employment to overcome the impact of the financial crisis to complete the task.


During the "11th Five-Year" period, more than 57 million new jobs were added to urban areas in 5 years, an increase of about 10000000 over the "fifteen" period.

The registered unemployment rate in cities and towns is controlled within 4.3%.

The surplus agricultural labor force pferred to non-agricultural industries nearly 45 million people, an increase of 5 million over the "fifteen" period.

At the end of 2010, the number of employed persons in urban and rural areas reached 790 million, an increase of 47 million 700 thousand over the end of fifteen.

These objectives and tasks have been comprehensively completed under the severe impact of the financial crisis, and have made important contributions to safeguarding and improving people's livelihood and maintaining the overall situation of reform, development and stability.


Three, vocational training and preferential tax incentives to force positive employment policy.


In October 2010, the State Council issued the "opinions on strengthening vocational training to promote employment", which is the first document issued by the State Council on vocational training since the founding of the people's Republic of China.

In combination with expanding and stabilizing employment needs, the paper clarifies the objectives, tasks and policies and measures of further promoting vocational training, and has a milestone in the history of China's vocational training development.

In the same month, with the approval of the State Council, the Ministry of Finance and the State Administration of Taxation jointly issued the notice on supporting and promoting employment related tax policies, and jointly held a meeting with the Ministry of human resources and social security to carry out the deployment. While continuing to implement the tax reduction and tax policy encouraging enterprises to absorb personnel, it greatly expanded the scope of policy objects to encourage workers to start their own businesses.

The introduction of these new documents has added new impetus to a more active employment policy system and has played an important role in promoting employment and entrepreneurship.


Four, promote the implementation of new initiatives in three groups of employment, and make new progress.


In 2010, six ministries and commissions of the Ministry of human resources and social security and the Ministry of Education jointly implemented the action of promoting the employment of university graduates, and organized the post expansion plan, entrepreneurship guidance plan, employment service and assistance plan, and vigorously promoted the employment of university graduates.

The general office of the State Council issued the guiding opinions on further improving the training of migrant workers and the guiding opinions on the development of family service industry, calling for the full play of the role of enterprise training in promoting employment, vigorously developing family service industry, and making efforts to do a good job in the employment of migrant workers.

The Ministry of human resources and social security has identified 192 rural labor pfer and employment demonstration counties, playing a typical exemplary role in promoting the pfer and employment of rural labor force.

On the basis of city self evaluation and mid-term evaluation of provinces and regions, experts in the second half of 2010 organized experts to study and formulate evaluation index system for entrepreneurial cities, and held a meeting to summarize and exchange experiences in various areas, and to promote urban development by performance appraisal.


Six, public services will further improve efficiency and market mechanisms will play a greater role.


In 2010, the Ministry of human resources and social security made new plans and plans for the standardization, standardization and informatization construction of the national employment public service.

Employment assistance month, spring breeze action, private enterprise recruitment week, college graduates employment service month, college graduates employment service week and other special service activities were launched in the whole country, and chose to launch the launching ceremony in the areas where the corresponding work was carried out well.

Over the past five years, 330 million employment services have been provided.

The Ministry of human resources and social security held a working conference to further clarify the direction of human resources market development, standardize and unified management, stimulate flexible mechanisms, and promote the development of human resources service industry.


Seven, consolidate the frontiers of employment services, and push forward grass-roots employment.


In 2010, the Ministry of human resources and social security held a national conference on grass-roots employment. It proposed that the construction of grass-roots platforms, the construction of full employment communities and the implementation of employment assistance are three main tasks to promote grass-roots employment.

The Ministry of human resources and social security issued the guiding opinions on further integrating resources to strengthen the public service platform and network construction of social security for grass-roots employment, and carried out the national full employment community and provincial (District, city) full employment star community identification work, and adopted various measures to vigorously promote grass-roots employment.


Eight, the dynamic monitoring of unemployment starts in the whole country, and unemployment insurance will further play a role in preventing unemployment and stabilizing employment.


On the basis of summing up the experience of coping with the financial crisis on the dynamic monitoring of unemployment in some cities, from January 2010, the Ministry of human resources and social security deployed 105 cities in 31 provinces (autonomous regions and municipalities) and the Xinjiang production and Construction Corps, and began to establish a dynamic monitoring system for unemployment. A total of 3568 enterprises were monitored and about 5000000 workers were involved.

The monitoring report system of monthly data collection and analysis and quarterly comprehensive analysis has been formed.

The establishment of the dynamic monitoring reporting system of unemployment can directly get information about dynamic change of jobs from the enterprises, and make up for the blank of employment statistics in China. In order to timely and accurately analyze and judge the employment and unemployment situation, we should take active and effective measures to prevent unemployment risks and play a decisive role in decision-making.

In addition, the unemployment insurance in 2010 alleviated the burden of enterprises, involving a capital of 24 billion 900 million yuan, and played an active role in preventing unemployment and stabilizing employment situation.


Nine, large-scale research on the employment of university graduates provides a basis for improving policies.


In order to comprehensively grasp the employment situation of university graduates, and improve the policy system to promote the employment of university graduates, the Ministry of human resources and social security, in conjunction with the Ministry of education, organized nationwide large-scale research on employment of university graduates from 6 to August in 2010.

More accurately grasp the employment situation of university graduates, explore the fresh experience of employment work of college graduates, find and analyze the difficulties existing in the work, and put forward policy recommendations for further work, as an important basis for the country to improve existing policies and formulate new measures.


Ten. The organizational structure of the National Employment Promotion Association is improving and playing an active role in promoting employment.


In November 2010, the China Employment Promotion Association held the second member congress to elect the leading members of the new session.

The expert committee and the Special Committee on entrepreneurship, public employment service and unemployment insurance have organized a number of special activities, such as the analysis of employment situation, commendation, exchange of experience, and discussion of policy.

At present, 20 provinces (autonomous regions and municipalities directly under the central government) have established the provincial Employment Promotion Association, and have been extending to the grass-roots level in cities and counties.

Over the past year, the China Employment Promotion Association and its special committees and local employment promotion associations have been focusing on the work of the employment centers, carrying out theoretical and policy research, building up an exchange service platform, giving full play to the role of bridge and link, and making good efforts to be a good staff assistant, playing a positive role in expanding employment and stabilizing employment.

Local employment innovation in 2010


1. Small loans in some provinces and cities have been greatly improved.


Some provinces and cities, especially entrepreneurial cities, have boldly innovated and explored new models such as "loan to help and help up", "company + peasant household" and "joint guarantee loan". They have created new successful experiences in loan, good use and three links. The loan scale has reached a new high and the loan quality has been greatly improved.


Two, some provinces and cities entrepreneurship training and business incubation has become a new highlight.


Some provinces and cities give full play to the advantages of the Internet and modern educational technology, set up an online entrepreneurship training institute, introduce a variety of advanced technologies, carry out entrepreneurial training, actively use various industrial parks and idle factories to establish business incubation bases, and explore the establishment of "site + capital + mentor + training" and other "integrated" incubation services.


Three, some areas have achieved new results in job training for college students.


Some regions have formulated the practice management method in combination with local conditions, increased financial subsidies, improved the tracking management and evaluation system of the probationary bases, formed the elimination mechanism that can enter into and out, held the supply and demand seminars for employment trainees, improved probation services, and strengthened publicity and guidance.


Four, in some areas, individual businesses and private enterprises have increased significantly.


Some regions, especially entrepreneurial cities, constantly optimize the entrepreneurial environment, actively implement various preferential policies to promote the development of private enterprises, lower the entry threshold of market participants, and increase credit support. The number of individual businesses and private enterprises has increased substantially compared with the previous year.


Five, some areas take the lead in the application of new technologies to enhance the employment service function.


Some areas are actively exploring new models of information service, using technologies such as Internet, mobile communication network and Internet, mobile phone interaction, and remote access to work, so as to realize the cross regional, low-cost, efficient and convenient docking and matching of labor supply and demand.


Six. Organize training of enterprises in some areas to improve the quality of employment of migrant workers.


Some regions have actively organized training for migrant workers in enterprises, increased training subsidies, innovating training methods, improving the quality of training, giving play to the main channel of skill training in technical schools and vocational schools, promoting the practice of training vouchers, and exploring ways of training funds to directly supplement employment enterprises.

Eight, some provinces and cities use unemployment insurance funds to carry out training and placement of workers, and stabilize employment.


Some provinces and municipalities have studied the establishment of a subsidy method for training and resettlement of employees in the employing units, and actively guided the training and placement of employees in the workplace to stabilize employment.

The subsidy is executed according to the actual number of training and resettlement and the time limit for changing or renewing the labor contract, and the funds required are allocated from the unemployment insurance fund in the overall area.


Nine, some regions take effective measures against the structural shortage in employment.


Affected by many factors, some enterprises in some parts of the country have experienced structural labor shortages. In order to alleviate this problem, some areas have launched door-to-door activities, organized recruitment series of job unions, and promoted vocational skills training institutions to establish school enterprise relationship with scale enterprises, guided and promoted enterprises to improve labor conditions voluntarily, and paid more attention to skilled personnel training.


Ten. Innovation initiatives in employment assistance in some areas
