Discipline Development Of Document Writing

In China,

Document Writing

As a special behavior activity, it has existed since ancient times.

According to the archaeological excavation, our country appeared more mature characters at the end of primitive society.

More than 3000 years ago, the slave owners class of the Shang Dynasty had been able to use the tortoise shells and animal bones as a written carrier to write characters, and guided the activities of the government at that time.

What we can see now are those inscribed on oracle bones, inscribed on steles, cast in metal and bamboo slips. Most of their uses belong to power distribution and social governance.

That is to say, as a tool and means of governing the ruling class, official documents have a very long history.

However, it goes without saying that in the long history of Chinese social development, official document writing has been in a closed and semi closed state, and there is a serious phenomenon of "copying" and "copying" by officials.

The methods and skills of official document writing are not grasped by the majority of the people, but only monopolized by a few "masters", and thus become the tool of the ruling class.

After the founding of new China, this situation was fundamentally changed.

However, an unavoidable problem is that official document writing has not developed into a discipline, and it is often attached to basic writing and is in a state of being subordinate to others.

Since the beginning of the new era, the party and the state have attached great importance to the work of official documents. They strongly advocate the standardization of official documents, especially the writing of official documents, and emphasize the selection and cultivation of official documents, thus improving the quality of our contemporary documents and giving full play to the important role of serving the management of the party and the state.

After the third Plenary Session of the 11th CPC Central Committee, in order to adapt to the needs of reform and opening up and the rapid development of socialist modernization, official document writing emerged as a discipline.

In the late 1980s, 114 general institutions of higher learning and Party schools and administrative schools at all levels set up the course of official document writing and gradually became the main subjects of these institutions.

In recent years, this situation is more common, and has spread to various secondary vocational schools, vocational and technical schools and adult education and other teaching positions.

The teaching staff engaged in the teaching of official document writing has grown steadily, and a number of high-quality textbooks have emerged.

At the same time, the annual national secretarial qualification examination and the national civil service recruitment examination also include official document writing as one of the compulsory subjects.

Once born, prosperity appears.

Development

The situation is highlighted in the following aspects:

These works are rich in content, novel in style and of great practical value.

Among them are the representative works such as Miao Fenglin's "Chinese Literature", Zhang Baozhong's "Encyclopedia of Chinese party and government documents", "party and government document writing assessment and answer questions", Yue Haixiang's "official document writing", "the latest official document writing", Zhang Qingru's "official document processing", Zheng Chongtian's "modern Chinese official document writing", Zhang Baoyuan's official document writing, Li Houan's "official document writing", "the principles and methods of modern Chinese official document writing", Xu's official document writing and logic, Wu Xin Yuan's "three elements of official document and the introduction of official document formatting" and so on.

Especially in Miao Fenglin's "Chinese Literature", the first time systematically studied the document as a discipline, and put forward a series of new viewpoints on the study of official document writing, which have high theoretical value and practical value.

It not only studies the evolution and development of official documents, but also discusses the basic rules of official document writing from theory and practice.

The publication of this book fills a vacancy in the theoretical study of Chinese official documents. It can be said to be a comprehensive and groundbreaking achievement in the study of official document writing in the whole twentieth Century and 80s. It is also the first milestone in the study of official document writing in China.

Teaching materials such as Pei Xiansheng's edited "Introduction to official document writing" (Nanjing University press October 1985 Edition), "document writing science" published by Mr. Ma Kui Shen in Liaoning (Liaoning Education Publishing House published in 1982), Min Gengyao, Li Kui's "official document writing course" compiled by the Chinese official document writing research society, the official document of the state administrative organ edited by Yang Bai and Zhang Qingru, the official document writing format and skills compiled by Zhang Baozhong and Yue Haixiang, and the official document writing course written by Yue Haixiang, one of the new form of college writing course series, etc.

One of the most influential ones is to push forward the "contemporary Chinese official document writing", which is the crystallization of collective wisdom of the Chinese official document writing research society, and won the first prize of the second China Secretary cup, the first pass of the pport Tong cup.

In the book, the historical evolution of official document writing, the role of official document writing in modern life and the style of Marxism Leninism are well elaborated and introduced. It is a high level teaching material suitable for teachers and students in various colleges and universities.

The book "Introduction to official document writing" has broken through the framework of the "format plus example" of official document writing, which has made the writing of official documents enter the academic field from the simple application technology, and has become a prominent symbol of the established and established official document writing. Dictionaries such as the national civil servant writing dictionary compiled by Miao Fenglin, the dictionary of official documents compiled by sun peace, Zhang Baozhong's "Encyclopedia of Party and government documents", Zhang Baozhong's and Yue Haixiang's "Complete Handbook of the latest official document", are rich in content, strong in instrumentality, convenient for inspection, and of high use value and long-term preservation value. Editor in chief of Mr. Pei Xiansheng

After entering the 1990s, China's official document writing theory has been developing rapidly, and various versions of official document writing textbooks and monographs have been published.

According to incomplete statistics, there are about 200 teaching materials and monographs published in this period.

It is particularly important that, with the rapid development of information technology and the extensive use of computers, there has been a theoretical study of electronic document writing.

The book "practical electronic document pmission and processing" written by Liu Xinhua, Wang Donghai and Dong Xiangzhi is a representative work in this respect.

Starting from the new situation and new requirements of official document writing, based on the theory of official document writing and taking the technical characteristics of electronic documents as the main line, the book comprehensively and systematically summarizes the writing methods, editing techniques and processing procedures of electronic documents.

It pays attention not only to modern office concept, but also to technical connotation and operation skills. It takes into account the integration of traditional and modern knowledge, and attaches importance to the practical application of practical work. It has high practical pertinence, guidance and practicality.

There are specialized agencies and organizations engaged in the study of official document writing.

At the beginning of the establishment of public literature, some experts and scholars who had long been engaged in the study of official document writing began to put forward the idea of establishing a national literature research organization.

In November 1989, with the support of the Chinese society of writing, Zhang Baozhong, Fei Xiaoping, Cao Zhaolin, Min Gengyao and others initiated the preparatory meeting of the China Official Document Writing Seminar in Xuzhou, Jiangsu.

It belongs to the Chinese society of writing, and is a Specialized Committee of which it belongs.

In order to strengthen the leadership work of the research society, he decided to appoint comrade Miao Fenglin, who was then the Standing Committee of the Shandong Provincial Committee of the CPC, the propaganda minister of the Shandong provincial Party committee and the author of the book "Chinese public literature", as the director of the Preparatory Committee.

In October 1991, the first symposium on Chinese official document writing was held in Tanggu, Tianjin. Experts and scholars attending the seminar conducted extensive exchanges and discussions on some basic issues of official documents.

In November 26th, on the Council of the Chinese society of writing held in Huangshi, Hubei, the decision was made to approve the establishment of the "Chinese Document Writing Research Society". After a series of careful planning and organization, the Chinese official document writing research conference was held in Yantai News Center in October 1992.

Comrade Miao Fenglin was elected president, and Fei Xiaoping, Min Gengyao and Zhang Baozhong (and Secretary General) were vice presidents. He learned to set up academic committees and Chinese Literature Research Institute, and was responsible for the academic research work of the society. He also set up a secretariat to preside over the daily affairs of the society.

Through the efforts of relevant parties, by the second half of 2004, the Council has been officially approved by the Ministry of education and officially registered by the Ministry of civil affairs.

Since then, a nationwide academic body of public literature has been officially proclaimed, and the majority of researchers have been united under the unified banner to carry out research activities.

Its establishment marks the beginning of a new stage of development of public literature in China.

In addition, more than 200 works have been organized by the research group, including the compilation of collectives, and the research and compilation of documents, history, document processing, official document writing and electronic documents by experts and scholars alone. More than 3000 articles on academic articles have been published in the secretarial and writing periodicals in China.

All these have greatly improved the official document writing level of the majority of official documents, promoted the development of our official document research activities in a more extensive and in-depth direction, and made important contributions to the construction and development of public literature in China.

There is a strong and strong research team.

In the past twenty years, a strong and strong research team has been formed in the field of public literature research in China.

Focusing on the China Official Document Writing Research Association, a large number of highly qualified research talents have been gathered.

As of the first half of 2005, the total number of members has reached 973.

Among them, there are teachers from all kinds of secondary and tertiary schools and Party (dry) schools, as well as party and government organs at all levels and practical workers of enterprises and institutions. The combination of the two forces complement each other and complement each other, so that the study of public literature in our country has both theoretical height and practical depth.

What is worth mentioning is that in order to cultivate and bring up advanced talents in the study of public literature, the Chinese official writing research society also set up the "Chinese Literature Research Institute" as the cutting-edge scientific research institution.

All of its researchers employ the appointment system, and the conditions are very strict and the standards are very high. According to the regulations, they are quite influential experts and scholars who have made remarkable achievements in the study of public literature.

Their research results represent the direction and level of the development of Chinese public literature.

There are high quality research positions, forming a very strong and active research atmosphere.

Since 80s twentieth Century, various secretarial and applied writing magazines have been published in the country. According to incomplete statistics, there are about 35 magazines.

"Secretary", "Friends of the Secretary", "secretary's work", "director and secretary", "office business", "enterprise secretary", "contemporary Secretary", "applied writing", "legal documents and administrative documents" and so on, all have their own elegant demeanour, and together constitute the magnificent and colorful garden of academic research of secretarial science and official document.

In addition to the professional literature magazines such as applied writing, legal documents and administrative documents, all other secretarial periodicals also have "applied writing" (or "official document writing" and "writing garden"), which provides a wide field for academic researchers of public literature.

In addition, it is also a clear proof of the publication of various monograph, textbooks and dictionaries.

It is particularly necessary to point out that in recent years, there has been a strong and lively contention in the academic circles of public documents.

Around the basic theoretical issues of public literature, such as the definition of official documents, the object of study of public literature and the disciplinary system of public literature, there has been extensive and heated discussion.

Other aspects, such as the use of literary forms, and the annotation of official documents, have also been debated in varying degrees.

These discussions are not only seen in articles published in relevant magazines, but also in academic conferences convened once a year by the Chinese official writing and Research Association.

This strong and active atmosphere of research plays a very important role in promoting the development and prosperity of public literature and speeding up the process of standardization and scientification of public literature.

In terms of the creation of relevant magazines, it should be said that the situation is not optimistic.

There are no professional periodicals about official document writing. Most of the academic research results are published through related magazines. The representative ones are: "writing" (Journal of the Chinese writing society, the Ministry of education, Wuhan University, the core journal of writing), applied writing (Changchun University of Science and Technology, Jilin Provincial Society of writing), secretarial work (head of the Central Committee of the Communist Party of China), Secretary (Shanghai Univer), friends of the secretaries (head of national education and education department, Lanzhou University), office business (sponsored by China archives Publishing House), "Secretary front" (sponsored by the Shijiazhuang secretarial Society), and office work research (sponsored by Qingdao Office Work Research Association). Outstanding performance in recent 20 years in China

These publications have official writing columns, and have published a lot of theoretical research results in official document writing, which made an indelible contribution to the construction and development of our country's official document writing research.
