Toxic Substances Control Act (TSCA) issued a final rule requiring 19 mass production (HPV) chemicals manufacturers to test the possible health and environmental impacts of these chemicals and submit data to EPA.

HPV chemicals

Refers to the annual production or import to the United States to achieve 1 million pounds or more of the material.


EPA director Lisa P. Jackson said the rule was part of the EPA's action to collect priority chemicals data series.

This chemical data report will provide key information to EPA in order to better assess the potential risks of these chemicals, further enhance chemical safety, protect the health of the American people and environmental safety.


It is reported that the chemicals contained in the final rules announced have many consumer needs and industrial uses.

For example, two benzophenone (diphenylmethanone) is used in consumer products and can be used for personal care products; 9,10- anthrone (9,10-Anthracenedione) is used for dyestuff production; C12-C24 chloroalkenes is used as metalworking; pentaerythritol four nitrate (PentaErythritol TetraNitrate, PETN) is a blasting demolition agent; hidden color sulphur black (leuco sulfur black) is a fingerprint recognition agent.


The rule is based on the list of voluntary HPV challenge chemicals launched by EPA, which contains various chemicals for household products such as amateur / process glue, personal care products, household cleaning products, furniture repair products and automotive products.

The plan also requires the company to disclose the health and environmental impact data of HPV chemicals.


According to the plan, the company voluntarily provided data on more than 2200 HPV chemicals; however, 19 health and environmental impact data of the 19 chemicals were not included, so EPA considered it necessary to test the 19 chemicals.

EPA said it intends to test chemicals that do not receive data in the coming year.
