Wang Shenyang: in order to uphold the concept of "member home", the chamber of Commerce has been very concerned about the difficulties encountered by enterprises in export and provided real services for enterprises.
In the context of the financial crisis, enterprises' demands for trade facilitation have become increasingly prominent. The chamber of Commerce has collected the opinions and suggestions from enterprises and promptly reflected them to the government departments.
In view of the increasing burden on the export enterprises published by the AQSIQ, the association has repeatedly reported to the Ministry of Commerce, the General Administration of quality supervision, inspection and quarantine and other government departments the difficulties faced by enterprises, and put forward relevant proposals.
Under the active promotion of the chamber of Commerce, the AQSIQ decided to exempt the quality inspection fee for one year, and extended the pitional period of the new statutory catalogue of clothing products for the 4 time.
In order to support member enterprises to seize orders and stabilize exports, since 2009, after consulting with China Export and Credit Insurance Corp, China Chamber of Commerce has granted 5%~10% premium rates to the insurance companies on the basis of current national policy preferences.
In recent years, the chamber of Commerce has organized more than 20 outreach events each year to provide opportunities for enterprises to open up the market.
The chamber of Commerce, using the platform of the Canton Fair, joined hands with local business departments to actively support enterprises in creating good reputation, highlighting local image and brand.
In addition, the chamber of commerce also used the Kunshan export training base to provide information, training, learning and practice platform for enterprises to pform export growth patterns and concepts.

Wang Shenyang: in 2010, although the trade relief situation in Europe and the United States and other countries was still very severe, the international textile and clothing trade relief survey tended to ease.
From the perspective of the country, the European and American antidumping enthusiasm for textiles has been reduced this year, and Latin America is still a hot spot on the case.
As of October 2010, 2 anti dumping investigations, 4 anti-dumping review investigations, 1 anti-dumping investigations and 1 safeguards investigations were launched.
In response to the above cases, the chamber of Commerce held a number of responding meetings to mobilize enterprises to actively participate in the EU polyester short fiber sunset trial and the Mexico denim case.
Overall, as the four body linkage mechanism is effective, the textile trade barriers have some gratifying results. In 2010, the final outcome of the textile anti-dumping cases was generally good. The EU even took the initiative to cancel the anti-dumping measures of the 35 kinds of chemical fiber fabrics since 2005, with the exception of the application for sunset review.
Due to the effective deployment of the work in 2009, the chamber of Commerce has helped the enterprises in the EU polyester high strength yarn case get good results. In the final disclosure, two responding enterprises received market economic status and zero tax rate. Apart from a Taiwan funded enterprise, the tax rates of other Chinese responding enterprises were generally low (5.1%~5.5%). In the final case of South Africa polyester staple fiber case in 2010 and the Indonesian polyester staple fiber case, I should reply that the enterprises had achieved good results at zero tax rates.

At present, the chamber of Commerce has established annual meetings and other fixed contact mechanisms with more than 100 textile and garment industry organizations in more than 70 countries and regions, and signed a memorandum of cooperation with counterparts from 33 countries and regions.
We will continue to strengthen communication and dialogue with foreign industry organizations and enterprises, solve trade frictions at the industry level, and promote exchanges and cooperation between Chinese and foreign enterprises.
To this end, the chamber of Commerce will closely link with the Department of Commerce, and undertake the pfer of government functions with high quality services, develop the statistical system in depth, and provide data and other information services to the government.
At the same time, we should tap the potential of enterprises' new needs, actively expand the scope of services, and strive to improve the quality of service.
In the face of increasing production costs and increasing pressure on enterprises to survive, we should timely guide enterprises to change the mode of trade growth and speed up industrial upgrading.
In terms of legal services, the chamber of Commerce will actively safeguard the rights and interests of the industry, respond to trade frictions in a timely and effective manner, and improve the past experience and mechanism to deal with the success of trade frictions.
