However, according to people familiar with the matter, due to the influence of special geological factors, the water quality of some Beijiang branch is not guaranteed.

And this excessive emission is not the first time that CICC has attacked the ecological environment of Beijiang. In December 2005, due to the excessive discharge of cadmium containing wastewater during the overhaul of the smeltery in Shaoguan (the environmental protection department detected the cadmium superscalar up to 10 times), about 100000 people in the lower reaches of South of the Five Ridges were threatened with drinking water safety.

Economic losses or further expansion

The company said its production plan in 2010 was 325 thousand and 300 tons of lead and zinc concentrate and 420 thousand tons of lead zinc and metal products (350 thousand tons of Shaoguan smelter).

In September 30th, the company has produced 232 thousand and 600 tons of lead and zinc concentrate and 312 thousand and 300 tons of lead and zinc products (256 thousand and 200 tons of Shaoguan smelter).

As the price of lead and zinc concentrate is still at a good level at home and abroad, CIC south of the Five Ridges estimates that every 1 months of Shaoguan production will directly reduce the net profit of about 27 million yuan.

However, the company's 2009 annual report shows that the main business of the company is in addition to smelting products, lead and zinc metals and smelting products, including smelter by-products. This business is bound to be affected by the shutdown of the smelting products of Shaoguan smelter.

At present, the company's estimated loss of net profit of 27 million yuan per month covers the loss of smelter by-products business, and there is no risk of further decline in the net profit of the company.

An industry insider told reporters that at present, the environmental protection department can only detect the current situation of water quality, and the impact of water pollution on agriculture and human body is often long and complex. The people in the Beijiang River Basin should pay attention to collect relevant evidence, and the company may face tort litigation in the future.

He further pointed out that for Shaoguan smelters, which had caused serious pollution, they could not simply solve the incident and directly give their green light to the resumption of production. The environmental protection department should conduct systematic safety checks on the enterprises.

In accordance with international practice, such high-risk smelters should not be built in the upper reaches of the river, and the regulatory authorities may consider relocation if the hazards are frequent.
