The Rise Of Central China: The Key Is To Raise Revenue.

In October 26, 2009, the State Council issued the reply to the plan for the promotion of the rise of the central region (hereinafter referred to as the plan), clarified the 12 main quantitative objectives and a series of qualitative task requirements for the rise of the central region in 2015, and put forward the overall goal of promoting the rise of the central region in 2020. The implementation of the plan is specific and detailed to the requirements of the plan, requiring the relevant departments of the provinces and the State Council to report to the NDRC on the implementation of the plan before the end of 2010.

Overall progress requirements: "one year, a good office, five years of development, ten years of new stride".

The six provinces in the central part of China (2010) are required to establish a mechanism for ensuring the implementation of the plan within one year (2010), and to formulate the implementation plan; in five years, the main objectives identified in the plan will be realized; and the various tasks and objectives set forth in the plan will be fully completed by 2020.

We will comprehensively implement eight key tasks.

The provinces are required to formulate the implementation plan of the national plan for increasing grain production capacity of 100 billion jin (2009-2020 years), implement grain subsidy policies and agricultural insurance policies, and carry out the adjustment and revitalization of iron and steel, petrochemical and non-ferrous metals industries.

Clear implementation of the main body, strengthen coordination and linkage, strengthen supervision and construction, and strengthen analysis and evaluation.

The central six provinces are the main body of the implementation of the plan, formulate specific plans, implement relevant policies, strengthen coordination and communication between the relevant departments of the State Council and the heads of the six provinces in the central region; regularly inspect the six provinces in the central region and report the implementation to the NDRC; the NDRC will track and analyze the implementation effect and make timely adjustments to the plan.

The key to the rise of central China is to raise revenue.
