Liu Zhijun pointed out that we should fully understand the implementation of the western development in the new situation.

Liu Zhijun emphasized that in order to implement the decision-making and deployment of the Party Central Committee and fully support the in-depth implementation of the strategy for the development of the western region under the leadership of the Party Central Committee and the State Council, the key lies in the implementation of the work.

For railway departments, we should focus on three aspects:

First, speed up the construction of the Western Railway.

According to the requirements of the Central Committee, we should further improve the railway planning in the western region so as to speed up the construction of the western region's access to the sea in connection with the eastern region, the North-South passage connecting the southwestern region to the northwestern region and the international passageway linking the neighboring countries, and speed up the pace of the construction of the Western Railway, expand the scale of the road network and improve the quality of the road network, so as to provide reliable infrastructure guarantee for the further implementation of the strategy of the western development.

According to the planning requirements, we should take the initiative to strengthen the links with relevant state departments and local governments, establish an efficient coordination mechanism, and comprehensively speed up the preliminary work of the Western Railway project, strive for the early establishment and early start of a number of key projects.

We should speed up the progress of the projects under construction, and focus on the progress of major projects such as Shanghai Kunming, Chengdu Chongqing passenger dedicated line and Lanxin railway second double line and Yichang Wanzhou railway.

Second, comprehensively enhance the capacity of railway pportation support in the western region.

We should focus on the new situation of the in-depth implementation of the strategy of western development and take the initiative to adapt to the new requirements of the rapid economic and social development in the western region, and further increase our pport capacity in the western region.

In terms of passenger pport, we should give full play to the driving role of high-speed rail, further optimize the passenger train operation plan, improve the quantity and quality of passenger train operation, and provide quality services for people's travel.

In terms of freight pportation, we must adhere to the protection of electric coal, protect the ports, protect large clients, protect agriculture related materials, further improve the coordination mechanism of road and land pportation, strengthen strategic cooperation with key enterprises, and strive to ensure the pportation of key materials, especially the pportation of key areas and key materials such as Xinjiang cotton, Qinghai chemical fertilizer, Gansu agricultural and sideline products, Inner Mongolia coal and other key materials, so as to maximize the pportation needs of the western region and provide reliable pportation support for the economic and social development in the western region.

Third, increase support for Western Railway pportation enterprises and manufacturing enterprises.

The railway bureaus in the western regions should continue to increase policy support and effectively improve the capacity of pportation support.

We should increase support for the Western Railway equipment manufacturing enterprises, accelerate the upgrading of enterprise's technical equipment, and promote the sustainable development of the railway equipment enterprises in the West.
