According to the introduction, "the outline of social responsibility report of Chinese textile and garment enterprises" is based on the CSC9000T social responsibility management system of Chinese textile enterprises and the relevant industrial policies and laws and regulations of the state. It is the outline of guiding social responsibility report formulated by Chinese textile and garment enterprises that intend to issue corporate social responsibility report or sustainable development report and establish social responsibility performance disclosure system.

This outline is the first set of indicators and norms system for social responsibility reporting in China, and it is also the first industry guidance document on CSR disclosure system in China.

Since 2005, the China Textile Industry Association has been consciously promoting the development of mature social responsibility information concepts and communication culture in the process of implementing the CSC9000T CSR management system in China. One of them is to train enterprises' ability to systematically collate, analyze and share social responsibility related records, data and information in the training of enterprise evaluation and system construction.

Liang Xiaohui, chief researcher of the China Association of textile industry's social responsibility promotion office, said that the release of the outline of social responsibility report of Chinese textile and garment enterprises is intended to help enterprises formulate a voluntary public report on their economic activities, products and services, and environmental performance and social performance through scientific and effective methods.

He also told reporters that China's current laws and regulations, policy guidance, and all kinds of international conventions approved by China on product safety and consumer protection, protection of workers' rights and interests, energy conservation and environmental protection and fair competition have provided a complete and systematic guideline for Chinese enterprises and even a specific index system. They should form the origin and baseline of CSR reports for Chinese enterprises. Therefore, the source of the basic indicators identified in the above outline is China's laws, regulations, policies and relevant international conventions.

According to the briefing, the China Association of textile industry's social responsibility Promotion Office will first promote the implementation of this outline in the listed enterprises of the textile and garment sector.

At present, a large number of large and medium-sized enterprises represented by listed companies have already made preparations for disclosing sustainable development information, making and releasing social responsibility reports. Some enterprises have also sought help from relevant departments of the China Textile Industry Association.

Based on this, the China Textile Industry Association has formulated the outline of CSR Report of China Textile and garment enterprises on the basis of in-depth study of existing reporting standards and issued reports, and extensively consulted the views of enterprises and other organizations in the industry, with a view to providing guidelines and norms for the continuous growth of CSR reporting practice in the industry.
