Workers make history and workers create the future. Labor is the source of all happiness and the only way to success. The workers are the most glorious, valuable and noble.
Today, we are here to solemnly commend the advanced collectives, labor models and advanced workers in the national textile industry. On behalf of the China Textile Industry Federation, I would like to extend warm congratulations and high respect to the advanced collectives and individuals who have been commended! I would like to express my heartfelt thanks to Gu Xiulian, vice chairman Hao Jianxiu, vice chairman of the textile industry, as well as leaders of the state owned assets supervision and Administration Commission of the State Council, the Ministry of industry and information technology, and the all China Federation of trade unions, and to the leaders of the Ministry of human resources and social security who have given guidance and assistance to the selection and commendation of all textile model workers for many years!
1、 Encourage and encourage the selection of advanced textile workers
Textile industry, as the mother industry of China's modern industry, has always been an industrial sector in which heroes emerge in large numbers, innovative practices are enriched and labor spirit is flowing. In 1950, the party and the state commended the model workers for the first time, and 25 workers in the textile industry were commended. In 1953, it was named by the then Ministry of textile industry and the National Committee of China Textile Trade Union for the first time, and awarded 105 national textile industry labor models and 24 national textile industry model units. Over the past 70 years, generations of textile workers have devoted their blood and sweat, contributed wisdom and strength, written brilliant career and life legend with hard work, created the value of the times and social wealth, and served the country's prosperity and people's happiness with the splendid undertaking. Groups of model workers and advanced workers stand out from them. Hao Jianxiu, Zhao Mengtao, Huang baomei, GUI Lanzhen, Deng Jianjun, etc. these names mark the history and influence the times. The stars are bright and shining. They are handed down from generation to generation. It is the generations of textile workers represented by model workers who never forget their original intention, keep their mission in mind, forge ahead and be willing to contribute, which has made the pattern and momentum of "clothing and quilt world" in China's textile industry.
The new era calls for new achievements, new undertakings and new heroes. Since the 18th National Congress of the Communist Party of China, under the leadership of the CPC Central Committee with Comrade Xi Jinping as the core, China has achieved a historic leap from standing up, getting rich to becoming strong, and successfully embarking on a new journey of building a socialist modern country in an all-round way. The textile industry resonates with the national rejuvenation, the goal of textile power has been basically achieved, and the high-quality development of the industry has opened up a new situation. In this process, a large number of excellent teams and talents have emerged in the industry. The collectives and individuals that we commend today are the advanced representatives of more than 20 million contemporary textile workers. There are 324 National Textile industry model workers, including 187 front-line workers, accounting for 57.7%, 77 enterprise leaders, 60 managers and scientific and technological personnel; There are 24 advanced workers in the national textile industry, mainly from comrades below the department level of the competent departments of the textile industry and the textile and clothing association at the grass-roots level; There are 100 advanced collectives in China's textile industry, including 62 first-line groups (teams and workshops).
The glory of labor is particularly dazzling, and the strong voice of struggle stirs the hearts of the people. Among the advanced individuals, there are those like Yu yunyun in spinning workshop of Xiajin Renhe Textile Technology Co., Ltd., who have been based on their own work, worked hard and focused professionally for decades; Like Zhou lichen of Hailan group, who is "the nation's upward and good youth", has established national brand and inherited national culture; Like Gong Yuanbin of Chongqing Jinmao Textile Equipment Co., Ltd. and Xu Lianlong, the technical center of Qingdao hailiya Group Co., Ltd., based on the industry, they need to improve and innovate; Like Wang Tao of Beijing Fangsheng Fashion Technology Group Co., Ltd., who is the most beautiful person to return to work, he bravely undertakes social responsibility and serves the overall situation; Wei Shuyang, like the local economic development bureau, promotes the development of industries. Among the advanced collectives, Jiangsu Sunshine Group Co., Ltd. has achieved the "Grand Slam" in the field of quality; Sanyuan Holding Group Co., Ltd. has opened a new development mode of smart zero carbon in the park; The spinning workshop of Lingxian Hengfeng Textile Co., Ltd., a representative of the 19th National Congress of the Communist Party of China and a national labor model, has been innovated and lean management; Dongfang International (Group) Co., Ltd., which has the courage to innovate and serve the national strategy, arranges Xinjiang and implements the "belt and road" project team; In addition, China Industrial Textiles Industry Association, which promotes the high-quality development of the industry, has won the title of "national advanced grass-roots party organization". A total of 35 advanced collectives and more than 60 advanced individuals have made outstanding contributions to the fight against new crown pneumonia. Many of them have played a leading role in promoting rural revitalization, maintaining national unity and solving people's livelihood and employment. These groups and individuals are the vivid interpretation of the spirit of the times and innovative practice of China's textile industry, and are the meritorious deeds and models to promote the development and progress of the industry. Their practice and achievements make us deeply educated, inspired and inspired by each profession.
Facing the future, the collectives and individuals who hope to be commended can firm their ideals and beliefs, have lofty aspirations, actively adapt to the needs of the times and serve the country and the people; Strive for the first-class, climb the peak bravely, always maintain the vanguard nature in the industry, and give full play to the role of the main force and the vanguard; He is diligent in creation and has the courage to struggle. 2、 Serving the overall situation, the construction of the labor force in the new period is very important to the development of the industry
On the basis of achieving the goal of textile power, the industry has entered a new stage of high-quality development. The evaluation of the Chinese Academy of engineering shows that the textile industry is one of the top five industries in the world. Textile fiber processing accounts for more than half of the world's total, and the advantages of scale and system have become the solid foundation for the stable development of the industry. Industrial strength and cultural confidence are transforming into product confidence and brand confidence. The position of the industry in the global value chain is constantly improving, and it is climbing to the top of the world textile power. General Secretary Xi Jinping pointed out that "talents are the strategic resources to realize national rejuvenation and win the initiative in international competition." To climb a new height, we need people-oriented, starting from people.
First, the key to integrating the industry into the dual cycle pattern is to give better play to the value of workers. On the one hand, globalized industries need a global vision. Based on the globalization, enterprises need to be more active in the global market and integrate into the international market. On the other hand, the haze of the world economic downturn is still heavy, and the global credit system, market confidence and investment expectations are under pressure. The geopolitical pattern is becoming more and more complex, and the game between big powers is forming a profound influence. The U.S. containment against China is becoming more and more intense. The Ukrainian crisis has also shown a trend of changing the global geopolitical pattern. The uncertainty of the whole external environment has increased significantly, and the world has entered a new period of turbulence and change. To balance security and development and adapt to the localization and diversification adjustment of global supply chain, we need a group of international talents with global vision and Chinese depth.
Second, it is the key to achieve high-quality development of the industry to give better play to the value of workers. Driven by a new round of technological revolution and industrial revolution, scientific and technological innovation, digital economy and green development are changing the structure and ecology of industry at an unprecedented speed, scale and scope. From the new manufacturing industry represented by intelligent manufacturing and additive manufacturing, to the new material industry represented by high-performance fibers and biomaterials, and then to the digital creative industry represented by digital cultural innovation and meta universe, innovation has become the key to industrial ecological evolution and value upgrading. At the same time, in the fields of raw materials, high-end equipment and basic software, the source locking of patents and standards, the single point control of key technical links and the chain defense in the strategic frontier fields have become the real threats to the industrial security and long-term development. In order to adapt to the new situation of rapid industrial innovation and the new requirements of implementing the strategy of manufacturing a powerful country, it is necessary to improve the overall quality of the staff and form a team of knowledge-based, skilled and innovative workers.
Third, giving full play to the value of workers is the key to the goal of industrial service and common prosperity. Common prosperity is the inevitable requirement of the rise of the Chinese nation. To steadily promote common prosperity is to promote more coordinated growth of residents' income and economic growth, and to build a virtuous circle of coordinated progress of industrial upgrading and consumption upgrading. In the final analysis, common prosperity is the realization of human rights and the prosperity of the people. As the basic industry to solve the livelihood and beautify the life, the key to serve common prosperity is to promote diversified employment with its own multi-level development, provide more workers with opportunities to become rich through hard work, and constantly narrow the income gap between cities, countryside and regions. The high-quality development of the industry will promote the all-round development of people, create more and better development opportunities and growth space for workers, and constantly enhance the sense of gain, happiness, security and honor of industrial workers.
3、 Keep pace with the times, conform to the structural and trend changes of the labor force in the new period
At present, the changes of the scale and structure of labor force in China are having an all-round and systematic impact on the growth cycle of industrial development. We need to get ahead and take the initiative.
First, the scale of labor force continues to decline, but it is still in the window period. Aging and fewer children have become the basic national conditions. In 2021, China's total fertility rate will drop to 1.15, lower than Japan's 1.34. Aging is the fastest and largest in the world. In 2021, China's population aged 60 and above will exceed 267 million; The proportion of people over 65 years old has increased from 7% to 14%. France, Britain and Germany have experienced 126, 46 and 40 years respectively, while China only took 21 years. It is predicted that in the next 15 years, China's labor force will decrease by about 10 million every year. Such a large-scale, fast and deep population change will become a "grey rhinoceros" that will affect the stability of the industry. On the other hand, under the inertia of population size, there are 880 million working age population in China, with an average age of 38.8 years. The industry should grasp the window period of labor force changes, deploy in advance, actively respond, constantly explore new opportunities and actively meet new challenges.
Second, the quality of labor force has been improved rapidly, but there is still a gap with the actual demand. China's strategy of reinvigorating the country with talents is in-depth implemented, and a learning society and a skilled society are forming. In 2022, both the scale and increment of college graduates will reach a record high. At present, the total number of human resources in China has reached 220 million. An industrial talent echelon integrating strategic scientists, scientific and technological leading talents and innovation teams, young scientific and technological talents and outstanding engineers is forming, which is the foundation for leading the industrial development and helping the industrial upgrading. The development of the industry is giving birth to a new scene, forming a new relationship between talent supply and demand. Compared with the actual demand and development goals, there is still a large room for improvement in China's talent supply, and the problem of shortage of leading and skilled talents is prominent. China's skilled workers only account for 26% of the employed population, while Japan, Germany and other manufacturing powers as high as 70% - 80%. The main reason is that the relationship between talent training system and industry is weakened, and it is out of touch with industrial practice. The industry should promote the construction of a predictable and forward-looking talent training system, actively explore the new mode of industry education integration and school enterprise cooperation, so as to form a better balance of talent supply and demand.
Third, the demands of workers are becoming more and more diverse, which puts forward higher requirements for the industry. People's requirements for work are changing. Income distribution, rights and interests protection and spiritual respect have become the important criteria for workers to choose jobs. The labor force has accelerated to gather in economically developed regions and service industries. In 2021, the proportion of migrant workers engaged in manufacturing industry decreased by 6% compared with that in 2015. The industry is facing the pressure of structural shortage of human resources. Sewing workers, cutting workers and spinning workers have successively ranked on the list of 100 "most lacking jobs" in China. At the same time, the phenomenon of resource mismatch and talent involution is becoming more and more prominent. The industry needs to create a working environment that is more in line with the new generation of workers as soon as possible. Efforts should be made to enhance the attractiveness of the industry and increase the sense of gain of practitioners, so as to meet the requirements of talents for decent work and comprehensive development; Create a virtuous circle between industrial development and talent growth.
4、 Creating a new era of high quality textile workers
This year is the year when the 20th National Congress of the Communist Party of China was held. It is an important year for us to enter into a new journey of building a socialist modern country in an all-round way and marching towards the second centenary goal. A new era is unfolding. Talent is the key to forge ahead in a new journey and a new era of meritorious achievements. Taking this commendation meeting as an opportunity, we should firmly grasp the theme of the times striving for the realization of the Chinese dream of great rejuvenation of the Chinese nation, vigorously promote the spirit of model workers, labor spirit and craftsman spirit, and strive to create a grand textile industry worker team with ideals and beliefs, understanding technology, innovation, and commitment and dedication.
First, we should stand firm and guide the correct direction of the construction of industrial workers with the leadership of the party. We should take a clear-cut political stance, always adhere to the party's overall leadership over the industry, and unswervingly listen to the party's words and follow the party to ensure the correct direction of the construction of industrial workers. We should have a strong sense of "the great nation", firm our original mission, deeply grasp the "two establishment", enhance the "Four Consciousness", strengthen the "four self-confidence", and achieve the "two maintenance". We will continue to strengthen ideological construction, improve political standing, and guide the development of textile industry staff with Xi Jinping's thought of socialism with Chinese characteristics in the new era. We should integrate the work of the industry and the construction of the staff team into the overall situation of national development and national rejuvenation, keep a high degree of consistency with the Party Central Committee in ideology, politics and action, adapt to the new situation and complete new tasks. We should conscientiously strengthen and improve the ideological and political work of the staff and workers, do more work of unifying ideas, uniting people's hearts and gathering forces, and unite the broad masses of workers and staff members most widely and closely around the party. It is necessary to guide the industrial workers to continuously improve their political consciousness, ideological consciousness and action consciousness, continuously enhance their political identity, ideological identity and emotional identity, integrate industrial forces and promote high-quality development.
Second, it is necessary to cultivate a good atmosphere for the construction of industrial workers by selecting advanced ones. Only by advocating heroes can we produce heroes and heroes in large numbers. We should continue to deepen the selection and commendation of advanced collectives, model workers and advanced workers in the national textile industry. We should sort out and sum up experience, innovate and enrich methods, continuously improve the working mechanism of discovery and cultivation, selection and recommendation, selection and commendation, implementation of treatment, learning and publicity, etc., pay attention to the growth and progress of advanced models in many aspects, and promote the emergence of more advanced collectives and individuals. Third, we should improve the construction of the industrial system and improve the ability of innovation. "Small Chu can't be big, short pipe can't be deep", to enhance ability as the key. Focusing on the new requirements for the high-quality development of "science and technology, fashion and green" industries and the new changes of the staff team itself, the construction of the training system for industrial workers is constantly strengthened. Efforts should be made to cultivate industry leading talents, high-end innovative talents, professional and technical talents and vocational skilled talents. We should enrich the carrier and means of training work, strengthen the organic connection of vocational education, continuing education and general education, adhere to the integration of production and education, school enterprise cooperation, and work study combination, so as to form a collaborative education mode of combining production, teaching, research and application, so as to enable workers to have a certain direction in learning, to have a specialty in learning, and to have a constant learning. Further play the role of "textile light" in science and technology education. Promote the training and exchange of textile talents in the East, the middle and the west, and resolve the imbalance of regional talents. According to the new development and changes, we should improve the evaluation method of industrial workers' skills, constantly optimize the industry labor and skills competition system, and establish a labor and skills competition mechanism based on enterprise post training and technical competition, and the industry vocational skills competition as the main body.
