The main commodities excluded are all kinds of instruments and equipment parts, organic synthetic materials, daily necessities, chemical products, textiles, mechanical and electrical equipment, chemical products, iron and steel products, etc. These commodities are distributed in the 3 batch of Chinese products that have been added to the tariffs announced by the United States since last year, 34 billion US dollars, 16 billion US dollars and 200 billion US dollars respectively.

Since December 28, 2018, USTR has published 11 batches of commodity exclusion lists. USTR announced in the notice of exclusion of $34 billion in tariff goods that in September 17, 2019, USTR issued Notice No. 3290-F9 to announce the products that could be excluded from customs duties. Among them, daily necessities account for about 1/3, including LED lamps, which are closely related to daily life of the American people, lighting accessories for gardens, courtyards and desktops, composite wood floors, cups for brew coffee and filters, portable single grills, and safety belts for dogs.

The US chemical Council (ACC) issued a statement yesterday against the Trump administration's plan to impose tariffs on Chinese goods. The statement said that although the chemicals imported from the United States increased by 22.7% in 2018, retaliatory tariffs suppressed exports of Chinese chemicals to the United States, resulting in an almost 2 fold increase in 2018's trade deficit with China, from $1 billion 400 million to $4 billion. The US chemical industry is the major export industry in the United States, accounting for more than 10% of the total US exports.

According to the statistics of the China Textile Import and export chamber, the export volume of China's textile and apparel exports to the United States last year was about 10 billion 300 million US dollars, accounting for about 16% of China's exports to the US textile and clothing and raw materials, and about 1.7 000 of the export enterprises.

Rufus Yerxa, chairman of the US Foreign Trade Council, has said that the United States no longer has the infrastructure to manufacture clothing, textiles and other related products.

For the US textile industry, the lifting of the ban on Chinese textiles at least eased the urgent need.

Many industry insiders say that the announcement of the exclusion list is good news for Chinese export enterprises in related fields, especially the enterprises that are currently striving for Christmas orders.
