I would like to dedicate this famous saying to Nietzsche's colleagues on the road of textile power.

Just in the past 2018, there was no lack of entanglements and contradictions. In the 40th anniversary period of reform and opening up, we encountered great changes in the international environment such as Sino US trade friction. We had difficulty in making choices and balances in the repeated and evolving events. In 2018, there were ups and downs, unexpected fluctuations in financial markets and commodity markets, bond markets, P2P and block chains. In the event of black swans, technology sectors, entertainment sectors and pharmaceutical sectors were all hit. In 2018, there was no lack of farewell and disillusionment. In the farewell to masters such as Jin Yong and Hocking, we seemed to be also saying goodbye to an era, and in this year, many entrepreneurial stars and industry giants fell to the altar.

The latest global trade outlook index (WTOI) is 98.6, falling to its lowest level since October 2016, indicating that global demand is cooling and trade growth is slowing down.

In December, the manufacturing industry PMI recorded 49.4%, the first time since August 2016.

In 2018, for the first time, there was a new situation of the reduction in the number of Industrial Enterprises above Designated Size, and the real economy and private enterprises were facing difficulties.

Economic operation is stable and there are changes, changes and worries. The external environment is complex and severe, and the economy is facing downward pressure.

The cold winter has come, this is the intuitive feeling of many people.

Facing pressure, we should strengthen our confidence.

In fact, after many years of accumulation and precipitation, the textile industry has become the backbone of maintaining stable economic operation.

In 2018, the industry played a positive role in "steady employment, stable finance, stable foreign trade, stable foreign investment, stable investment and stable anticipation".

1. Economic operation of textile industry since 2018

1. Internal and external market performance is good.

Since 2018, China's textile and clothing market has seen a rapid growth.

According to the National Bureau of statistics, from 1 to November, the retail sales of clothing shoes and hats and needles and textiles were above 1 trillion and 200 billion yuan, an increase of 8.1% over the same period last year. The growth rate increased by 0.5 percentage points over the same period last year. This growth rate has been slowing down since June 2018, but it is still higher than the previous two years.

Online retail continues to maintain rapid growth. Combined with recent data, the scale of online retailing continues to expand. The proportion of retail sales of physical online accounts for 8.3% of the total retail sales of consumer goods from 2015 in early November 2018 to 18.2% in the year.

From 1 to November, the online retail sales of apparel products increased by 21.2% over the same period last year, and the growth rate was 3.2 percentage points higher than that of the same period last year, but its growth rate has been slowing since the beginning of 2018.

Textile exports continued to pick up.

According to China Customs express, exports of textiles and clothing totaled $276 billion 731 million in 1-12 months in 2018, an increase of 3.52% over the same period last year.

The layout of the international market is more and more optimized. In 1-11, China's exports of textile raw materials and textiles to the United States, the European Union and Japan increased by 8.8%, 2.9% and 3.5% respectively over the same period last year. Exports to the emerging markets along the "one belt and one road" in Vietnam and Indonesia grew well, and the export volume increased by 26.5% and 21.5% respectively over the same period last year.

2, added value growth rate of low growth

Textile industry added value continued to maintain low growth.

In 2018 1-11, the industrial added value of textile enterprises above designated size increased by 3% over the same period last year, and the growth rate slowed down 1.9 percentage points over the same period last year, representing a 0.1 percentage point increase over the three quarter of 2018.

Chemical fiber and terminal industry grew faster.

Since 2018, the value added growth rate of chemical fiber industry has maintained steady and steady growth, from 0.5% in February to 8% in November, the growth rate is 5 percentage points higher than that of the textile industry added value, the growth rate of the value added value of the textile industry has stabilized at about 8.2%, and its growth rate has been 8.4% in 1-11 months. The growth rate of industrial added value in clothing and home textile industry is higher than that in the whole industry level, but the growth rate has continued to slow down, and its added value has increased by 4.5% and 3.8% in 1-11 months respectively.

The competitiveness of the domestic equipment market has been steadily improved, and the industrial added value of the supporting textile machinery industry has increased by 10.7% over the same period last year, which is 7.7 percentage points higher than that of the whole industry.

In the major categories of products, the growth of garment products has been maintained except for the decline in garment production.

In 1-11 months, the output of cloth, nonwovens and chemical fibers increased by 1.4%, 9.7% and 7.6%, respectively. The growth rate increased by 0.2, 9.1 and 4.5 percentage points respectively over the same period last year. The output of yarn and printing and dyeing fabrics increased by 0.6% and 2.3% respectively, the growth rate slowed by 3.5 and 3.4 percentage points respectively, and the clothing output dropped by a percentage point from the same period last year.

3, continuous improvement of quality and efficiency

The textile industry's profit growth is generally stable.

In 1-11 months, 37 thousand Textile Enterprises above Designated Size reached 5 trillion and 111 billion 750 million yuan in main business revenue, an increase of 4% over the same period last year, a 0.7 percentage point slower than the same period last year, and a total profit of 249 billion 890 million yuan, up 7.9% over the same period last year, representing an increase of 0.5 percentage points over the same period last year.

In the sub sectors, the profitability of the chemical fiber industry is stable. The total revenue and profit of the main businesses in the 1-11 months increased by 13.4% and 12.9% respectively. The profits of the garment industry were significantly increased, and the profit growth rate was 10.1%, which contributed 44.5% to the profits of the whole industry.

Although the apparel industry's industrial added value growth slowed down and the output decreased, but through its quality and efficiency enhancement, the brand operation achieved good economic benefits, supporting the improvement of the whole industry's efficiency, the printing and dyeing industry's pformation and upgrading progresses positively, and the total revenue and profit of main business increased by 3.7% and 11.9% respectively compared with the same period last year, and continued to pick up after reversing the negative profit growth trend in August.

The operation quality of textile industry is basically stable.

In 1-11 months, the sales profit margin of textile enterprises above designated size was 4.9%, 0.2 percentage points higher than that of the same period last year, and the total assets turnover rate was 1.3 times / year, 0.1% faster than that of the same period last year; the income cost of 100 yuan main business was 88.4 yuan, down 0.1% compared to the same period last year; the three fee ratio was 7%; the asset debt rate was 55.1%, slightly higher than the 0.5 percentage points of the same period last year, and still located in a reasonable range.

4, investment growth continues to rise.

According to the National Bureau of statistics 1-11 month data projections, the textile industry fixed asset investment completed an increase of 5.4% over the same period, the growth rate was 0.9 percentage points lower than the same period last year, but has continued since 2018, the growth rate of investment continued to rebound.

In the main sub sectors, the textile industry investment increased by 4.9% over the same period last year, the growth rate was 1.2 percentage points lower than that of the same period last year. The investment in the chemical fiber industry increased by 34.9% over the same period last year, the growth rate increased by 17.4 percentage points over the same period last year, and has been growing at a high speed growth range of 20% or more for 8 consecutive months. The investment pattern of the clothing industry has been kept shrinking, with the investment volume decreasing by 1.9% compared with the same period last year, narrowing 3.8 percentage points compared with the first half of the year.

We should improve the work of data system, optimize data statistics services, improve the construction of large data platform in textile industry, monitor and collect key data information, timely convey the operation status, market public opinion and business information, and continue to do well in the analysis of the economic operation of the industry, providing strong support for government decision-making, enterprise operation and industrial research.

Focus on research and support industrial development.

A series of thematic studies have been carried out around the issues of industry development planning, foreign trade, productivity analysis and industrial cluster upgrading.

2018 is the 40th anniversary year of reform and opening up. In order to do well in the 40 years of reform and opening up, the various departments of the Federation actively comb the development achievements of the industry over the past 40 years, and sum up the development experience of 40 years.

We carried out group standard work and achieved results in the construction of group standard technical organization system and cooperation promotion mode.

The Ministry of science and technology has carried out the award of scientific and technological progress, selected the "textile light" science and Technology Award in recognition of the year, and the two achievements of the textile industry's "integrated technology of efficient recycling of waste polyester and industrialization of fiber preparation", "high performance special braiding technology and equipment and industrialization", and won the two prize of national science and technology progress in 2018.

The chemical fiber association has organized relevant national special reserves and declaration work. Promote product upgrading.

China Textile Federation continues to promote product quality improvement, carries out the China Textile Industry Federation product development award and textile industry quality award selection, summarizes the advanced experience of quality management, organizes the enterprise performance excellence evaluation criteria and operation practice special training, and improves the quality and technical service ability of the testing center of China spinning Union.

We should strengthen product development and innovation guidance, and complete the ten major textile innovation products cultivation and promotion in 2018 in the year of the Ministry of industry and commerce.

We should play the role of the research and dissemination of the trend of China's textile fabric fashion, publish the research results of the fashion trend in an all-round way, explore the application of big data and artificial intelligence technology in the product development of the industry, and establish a multi material Coloro color sample library serving the product development of enterprises.

In the protection and inheritance, we should carry out the work of intangible cultural heritage, establish cultural self-confidence and promote the application of the industry. We should carry out investment inspection and deep docking projects along the "one belt along the way" along with key countries and textile industrial parks, effectively promoting the complementary advantages of industries in the relevant countries and regions.

We have completed the overseas investment and corporate social responsibility of China's textile and garment industry: the four countries' national survey report on Asian countries and the three year action plan (2018-2020) for overseas sustainable development of China's textile and garment industry under the initiative of "one belt and one road", so as to ensure the healthy development of enterprises in the "going out" process.

(five) strengthen responsibility and improve the development ecology of the industry.

Deepening the connotation of social responsibility and ensuring the sustainable development of industry.

China Textile union is committed to building a people-oriented responsibility, environmental responsibility and market responsibility in a positive manner, so as to promote the formation of the responsibility consensus and promote the multi-dimensional responsibility of the industry.

To enhance supply chain collaboration and develop tools such as chemicals, carbon and water management innovation platform in the environmental footprint of green manufacturing, the annual meeting of CSR, China's textile and garment industry annual conference, Shengze Summit on regional sustainable development and regional cooperation, and China's textile ecological civilization will be organized to promote in-depth exchanges and cooperation among stakeholders in the supply chain.

We should promote the construction of the integrity system and establish a fair competition market environment, so that the interests and aspirations of all parties can be well realized.

In the industry, the "integrity culture construction" has been launched; the Ministry of industry and consumer goods has been entrusted with the work of advocating the establishment of the integrity supply chain of clothing brand enterprises, and has formulated the two standards of the "General requirements for the integrity management system of clothing enterprises" and "the evaluation criteria for the integrity of clothing enterprises", so as to promote the construction of the credit system of the supply chain.

We should prevent and eliminate unemployment risks and maintain stability in the employment situation.

In 2018, China Textile Union launched a series of work around ensuring the employability and improving the quality of employment, and played an important role in "steady employment".

Organize and carry out activities such as "national textile industry vocational skills competition", textile industry vocational skills appraiser and vocational skills competition referee training course, and strengthen vocational skills appraisal.

It has actively discussed the issues of personnel training, teaching reform and internationalization of education in textile and garment industry, strengthened exchanges and cooperation in the field of international textile and clothing education, and promoted the international influence of China's clothing education.
