The product safety technical specification (GB31701) has been officially implemented. This is the first mandatory national standard for textile products for infants and children in China.

The standard is known as "the most stringent in history", and its safety technical index is no less than or equal to the corresponding standard of the European Union.

Two year pition period for new standard implementation

The implementation of the GB31701 has a wide range of detection and higher requirements for textile products.

The old standard GB18401 only examined items such as formaldehyde, pH value, odor and other color fastness items, while GB31701 included not only the above items, but also some other safety items such as heavy metal lead, heavy metal cadmium, two phthalate esters, combustion properties, attachment tensile strength, sharp edges and edges of accessories, and rope requirements.

Compared with GB18401, GB31701 has higher requirements for textile products and is more conducive to the health of infants and children.

In order to ensure the smooth pition of the market, the standard has set up a pitional period of two years.

The pition period will be implemented from June 1, 2016 to May 31, 2018.

During the pition period, the products that were manufactured and met the relevant standards before June 1, 2016 were allowed to continue to be sold in the market. The testing institutions were tested according to the standards executed by the enterprises.

From June 1, 2018 onwards, all relevant products on the market must meet the requirements of this standard.

Some indicators exceed EU standards.

At the news conference of the new standard, Cui Xia, an infant quality researcher of the Consumer Council, said that the new standard GB31701 has reached the EU standard for the requirements and safety of some hazardous substances.

At the same time, rope safety, flame retardancy and other requirements have met the requirements of EU standards.

For example, the European Union standard does not limit the color fastness to moisture and friction, while GB31701 limits the color fastness to wet rubbing in detail.

Cui Xia said that once the mothers often encountered the problem of fading of clothes and water, they would not appear again under the new standard escort.

Water resistance, saliva resistance, wet friction (whether the clothes are wet after rubbing) and so on, the new standard is all over the surface, this standard is higher than the EU standard.

In order to ensure the safety of the baby, the new standard has made more detailed requirements for the rope on the clothes, and the safety is even higher.

For example, the location of the rope is not allowed.

If there is no rope in the head and neck of children's clothing under the age of 7, it is clear that the shoulder strap should be fixed, continuous and free.

In addition, the new standard also provides that accessories for 3mm should not be used for children under 3 years of age.

If there is an attachment, it must withstand a certain intensity of pulling, so as not to be eaten by the baby.

The durability labels for children's garments that are stitched on the body can be placed directly in contact with the skin.

Some baby clothing brands have reached the new standard.

In order to make mothers feel comfortable with their choice of baby clothes, the City Council launched a campaign of "quality consumer good hands raising" for children's clothing, which was voluntarily raised by various brand companies, and promised that their products had reached the new standard GB31701.
