The United States is redeploying its economic strategy in the Asia Pacific region in its capacity as chairman of the Asia Pacific Economic Cooperation (APEC) in 2011.


"The United States is determined not only to re engage, but also to lead the future development of the Asia Pacific region."

On March 9th, Secretary of state Hilary said she was speaking at the first meeting of senior officials of the APEC forum this year.

"The goal of the United States this year is to build APEC into the most important form of cooperation in economic affairs and integration in the region," the official told reporters.


But domestic analysts point out that the specific approach of the United States may be built up through a set of free trade agreements that are consistent with the interests of the United States.

"The core goal of the United States is to dominate the economic order in the Asia Pacific region."

Mei Xinyu, an associate researcher at the Ministry of Commerce and international trade and Economic Cooperation Research Institute, told reporters that "no matter whether it is a template for the US Korea free trade agreement as a regional FTA, or to promote the TPP, it is a comprehensive replacement of APEC and the proposed Asia Pacific Free Trade Area".


APEC wants to fight for economic and trade dominance


In his speech, Hilary proposed that freedom of the US and South Korea should be free.

The agreement is the template of the Asia Pacific Free Trade Agreement and the p Pacific Partnership Agreement as the basis for the realization of the Asia Pacific Free Trade Area.


The p Pacific strategic economic partnership agreement is a free trade agreement under the framework of APEC, which includes market access and related planning for trade in goods.

It was originally launched by New Zealand, Chile, Singapore and Brunei, and came into force in June 2005.

The United States announced its accession to the agreement in 2009.

So far, the agreement includes Brunei, Chile, New Zealand, Singapore, Australia, Malaysia, Peru, Vietnam and the United States and 9 other countries.


According to media reports, the US side believes that the p Pacific Partnership Agreement is aimed at "setting up a comprehensive free trade agreement for the twenty-first Century and high standards" and "extending early members to all countries in the Asia Pacific region".


But domestic analysts are skeptical about the US strategy.


"The United States is committed to promoting the p Pacific Partnership Agreement, with the aim of leading the liberalization process of the APEC region and forming a regional free trade system in line with the wishes of the United States."

The Asia Pacific free trade area is a vision put forward by APEC countries, but the United States hopes to implement it quickly in a legally binding free trade agreement.


From the content perspective, the p Pacific Partnership Agreement focuses on SMEs and aims at the next generation.

"APEC and the Asia-Pacific free trade area have made considerable progress, whether it is necessary to start a new business or reoccupy the premises so as to further intensify the superposition of many free-trade agreements that have already been quite prominent within APEC, which makes enterprises face a lot of rules such as rules of origin, dispute settlement mechanism and so on, so as to increase paction costs, which is open to question."

"China is inclined to the latter to adapt to the reality of huge gap in development and retain more flexibility."

He said.


Return to Asia Pacific to expand exports


In his speech, Hilary put forward three major goals of the United States in APEC: first, to win the free trade agreement between the US and South Korea in the Congress; two, to make significant progress in the key issues of the p Pacific Partnership Agreement; three, to host an efficient and productive APEC conference.


Returning to the Asia Pacific region is a common signal conveyed by the three goals.


In recent years, the United States has not only added high profile to various bilateral and multilateral trade negotiations in the Asia Pacific region, but also established a framework agreement on Trade and investment with ten ASEAN countries.

These are seen as key measures for the United States to cope with the rising East Asian cooperation.


A senior official in charge of APEC affairs in the US revealed to reporters that he came to Beijing a few weeks ago to talk with officials and urged China to contribute to regional economic integration.


The United States is keen to promote free trade and economic integration in the Asia Pacific region, because Obama proposed a double export plan for the past 5 years.

The Asia Pacific region is the first choice for the us to expand its export strategy, because Europe is struggling with the sovereign debt crisis. Canada and Latin America have limited market capacity or weak growth.

Of the top ten trade partners in the United States, 6 come from the Asia Pacific region.

For this reason, the US government is actively promoting the free trade agreement between the United States and South Korea.

Once the agreement comes into effect, it will increase exports to the United States by 10 billion to 11 billion dollars a year, which means increasing 70000 jobs, said the senior official.


Hilary called the Obama administration's strategy in the region the "forward-deployed diplomacy" strategy that day, which means that the United States will further cooperate with other allied countries such as Japan, South Korea, Australia, Thailand and Philippines for the future of the Asia Pacific economy.


It is reported that the United States will also hold three high-level officials' meetings in Montana, California in September and November in Hawaii in May.
